To make the business safe and orderly, the district administration has warned casino operators to follow the terms and standards set by law. The administration has alerted businessmen to fulfill the terms and standards set by the Casino Regulations 2082 for operating the business. The administration says that the business environment will be disturbed if the terms and standards are not followed.

The district administration and the Revenue Investigation Office have expressed concern over the entry of Nepalis into casinos. Although the casino regulations prohibit the entry of Nepalis, the district administration suspects that Nepalis are being allowed into casinos in Rupandehi by making Indian Aadhaar cards.

After complaints from all sides, the administration has demanded details of those entering the casino. The administration says that the businessmen are reluctant to provide such details. The regulations have made it mandatory for casinos to keep CCTV footage for six months.

Last Wednesday, the district administration had organized a meeting of government stakeholders, tourism entrepreneurs and casino operators and warned them to follow the rules and regulations even if they invest in the business by exercising their constitutional rights.

According to administration sources, none of the casinos operating in the district have followed the standards as per the regulations. ‘We have not monitored it,’ said an administration official, ‘but the casino operators themselves have admitted that even 50 percent of the standards have not been followed.’ According to him, it has been found that casinos are not keeping records of Nepali citizens entering and playing in casinos.

Customers are required to be checked by a detector machine at the gate when entering a casino, but he said that except for one or two casinos in the district, such standards have not been followed. ‘Casinos are committing fraud by not even entering the details of those who go to play in casinos to evade taxes including profit tax,’ he said. The administration has stated that it will monitor casinos as per the rules.
