Out of the 120 km connecting Sindhuli-Hetaunda under the Madan Bhandari highway, one and a half km of road has not yet been constructed. There are road problems in more than half a dozen places while heading towards Hetaunda from Sindhuli headquarters. While the road is 85 km towards Sindhuli and 35 km towards Hetaunda. This road has been operational for two years. In the beginning, due to obstruction by the locals, the road of one and a half km section could not be paved.

Now, even though the locals agreed, the work could not be done due to lack of budget. As a result, the condition of the road is the same as it was before, even if it was blocked when the construction started. After crossing one and a half km of unbuilt road, you don't have to face the rough roads.

Hetaunda is easily reached by crossing the two lane black road. There is less traffic through this section. So that you don't have to suffer from traffic jams. Therefore, one can reach Hetaunda from Sindhuli in around two and a half hours. Upendra Kumar Pokharel, Mayor of Kamalamai Municipality Sindhuli, said that although there was a problem in some parts of Sindhuli in the beginning. 

Sindhuli and Hetaunda are separated by the river Vagmati. "There was a tug-of-war between the landowner and the construction party for a long time regarding the issue of road standards and compensation. After it was agreed to construct an 11-meter road except for the drain, the road has been constructed in many sections except for a few places," Pokhrel said, "An agreement was reached even in the missing places. The construction company that took the contract, Kalika Construction, left the disputed area and handed over the other section to the road department. No more work has been done."

Since the road has been handed over, Pokhrel said that he had received information from the Road Division, Hetounda, that the budget had to be requested again. "We have asked for the budget and asked to work immediately, now we have reached an agreement with the local people," he said, "but the road has not worked due to lack of budget, we have pressed to complete the unfinished work for next year." 

Roads have not been constructed in four places of Ward No. 6 and 4 of Kamalmai Napa. Initially, the locals did not allow the construction of the road due to the issue of compensation and standards. As a result, 200 meters of road could not be paved in Dhuran Siran of Ward No. 6. Roads were not constructed due to disputes in Dhakalgaon, Sangbale, Khattar, Marin and Hariharpurgarhi. About one and a half km of road has not been constructed in different places. 

The bridge built in Gwangkhola in 2065 is still in operation. As it is dilapidated, only one-way vehicles are driven. The Chief Guru Adhikari of the Divisional Road Office, Hetaunda, said that the request for budget to work on the missing sections was not received this year and that they are ready to seek approval from the Road Department again in the coming year. 

"There is no program to build a bridge, permission has been requested for the construction of the missing road," he said, "We hope that it will be done in the next financial year, we have already informed the department about this." The road inside the forest is crowded with people taking pictures and videos. The road has attracted everyone's attention. 

Also, the said highway will connect Bahundangi in Jhapa to Rupal in Dadeldhura. The construction of this highway started with the decision of the Council of Ministers on May 6, 2075. The initial cost estimate of the project is 75 billion rupees. Its distance is 1 thousand 390 km.

Of this, only 740 km is within the jurisdiction of the directorate. The remaining 650 km are being looked after by other projects under the road department. In the 7 years since the construction started, the progress is only 51 percent. Deep Barahi, Director of Madan Bhandari Highway Project Directorate, said that the main problem is tree felling and lack of budget for road construction. 

"Out of 740 km, 365 km of roads have been paved, 38 billion has been spent since the project started," he said, "due to lack of budget, work has not been done as expected." When the project was started, it was said that it would be completed in the financial year 2081/82. As the work could not be completed within that time, the directorate said that an extension of time has been proposed till 2084/85. 185 bridges will have to be built on the entire highway.

Only 144 bridges have been completed so far. "The big problem we have now is the budget, out of the 6 billion requested for the next financial year, only 2.51 billion rupees have been allocated," said Barahi, "which is why there is a problem in managing new contracts." 3.6 billion rupees have been allocated for the highway in the current financial year.
