Government policies and programs: Plans with design flaws are being scrapped

The government is going to cancel the flawed plan. It is said that the relevant ministries including physical infrastructure and transport will collect the cost of the flawed plan and take it to the cancellation process. Presenting the government's policy and program for the coming financial year 2082/83 at the joint meeting of the House of Representatives and the National Assembly, President Ramchandra Poudel said that the projects that are unlikely to be completed should be postponed after assessing the necessary resources for all projects under construction and to be built.

"All the projects in the physical infrastructure sector announced by various governments in the past should be re-prioritized," it is said in the policy and program. "How many such plans are there is not yet certain," he said. It is said that the expansion and development of railways will be continued in the next financial year as well. "Major highways will be constructed, improved and upgraded to be connected with the international road network," it is said in the government's policy and program.

It is mentioned in the policy and program that public and private investment in the field of physical infrastructure will be promoted for high and sustainable economic growth. In order to reduce traffic accidents, it is mentioned in the policy and program that road conditions should be improved and awareness programs aimed at passengers should be conducted and drivers' capacity should be developed and made responsible. The government is going to take up the sick bridge and road projects. It is mentioned in the policy and program that construction and upgrading of roads of strategic and commercial importance will be prioritized. 

It has been found that 153 contracts of bridges and roads are sick all over the country because of construction professionals. It has also been found that there is no progress as expected in the construction of bridges and roads due to local obstacles in preparation, construction and faulty design. According to the report on the management of bad contracts prepared by a three-member team under the coordination of Road Department Deputy Director General Arjun Prasad Aryal, contracts worth 14 billion 15 million 1.5 million rupees have become bad. It has the highest number of bridges. Even after extending his deadline time and again, the progress is not as expected. According to the report, the number of contracts with initial term is 332. Similarly, the number of contracts that have been extended at least once is 1,888 and the number of contracts that have been extended according to the thirteenth public procurement regulation amendment is 562. The number of contracts that are yet to be finalized after the completion of the work and the financial settlement is 581.  The report states that there are 1,144 regular, 188 problematic, 153 sick and 14 solution-oriented sick contracts. Secretary Sharma said, "We are trying to break the sick contract and work on the plan if there is progress." It is mentioned in the policy and program that all the projects conducted with foreign aid will be implemented promptly. "Bridges of a special nature will be built on national highways, emphasis will be placed on the construction of infrastructure with modern technology such as tunnels, expressways, overpasses," it is said in the policy and program, "There will be coordination and cooperation between the three levels of government in the construction, maintenance and operation of roads and bridges." 

It is mentioned in the policy and program that to facilitate the transportation of the remote areas that do not have road facilities, the relocation of tuins and the construction of suspension bridges will be continued. There is a program to make public transport services accessible, safe and reliable environment-friendly in coordination and cooperation between the three levels of government. "Necessary policy and legal arrangements will be made to operate transport through the Public Transport Authority using modern technology," the program said. It is mentioned in the policy and program that the three-level center will be maintained with the national and provincial road networks in cooperation with the union, state and local levels. It is said that the road level will be improved through the cooperation and coordination of provincial and local roads.

It is mentioned in the program that investment will be focused on projects with high returns by increasing allocation efficiency in government expenditure. 

It is said in the policy and program that emergency housing and housing construction for homeless families will be continued. Weak and unorganized urban areas will be developed in an integrated manner. "Administrative buildings at the local level will be constructed according to standards, river protection and other environmental improvement works will be carried out to make Kathmandu Valley a place with an orderly and clean environment," the policy and program says, "Bhrikutimandap area will be developed as an international level meeting-conference exhibition center and entertainment park." Presenting the policy and program for the next financial year, President Ramchandra Poudel said on Friday that a fund will be established to provide relief to small savers. 

The policy and program also mentions the establishment of cooperative loan information, savings protection and debt recovery judiciary. Accordingly, the cooperative policy will be reviewed and a new national cooperative policy will be issued. "Problems of the cooperative sector will be solved through the National Cooperative Regulatory Authority," it is mentioned in the policy and program. The Cooperative Regulation Authority was established in accordance with the ordinance issued to amend the Cooperative Act, 2074. 

"In order to make cooperative data management effective, the management information system related to cooperatives and poverty will be upgraded while maintaining the standards of electronic information system," it is mentioned in the policy and program. The government has said that poverty alleviation directly targeted programs will be conducted in a coordinated and effective manner. It is mentioned in the policy and program that access to state facilities will be increased for families identified as poor. The government has said that landless Dalits, squatters and unorganized residents will be managed. There is also a policy to improve service delivery by upgrading the IT-based geographic information system. The government has said that the land bill will be passed in the current session of the parliament. 

President Paudel says that he will ensure the availability of land through land bank. "Ensuring the availability of land through the land bank, the project itself will be mortgaged and financial and other materials will be arranged through the local financial institution," it is mentioned in the policy and program. But the concept of land bank has not yet been formed. The concept of land bank created in 2077 has not been approved.
