The Fifth National Labor and Employment Conference ended on Tuesday with the release of the 16-point Kathmandu Manifesto. The manifesto mentions the implementation of necessary strategies, tactics and programs to successfully implement the Decade of Internal Employment Promotion declared to accelerate internal employment creation.
The Kathmandu Manifesto was issued by a conference involving the government, employers, trade unions and international organizations. In a conference organized by the Ministry of Labour, Employment and Social Security, Labor Minister Sharatsingh Bhandari said that policy suggestions have been received for creating decent jobs and developing entrepreneurship. The challenge is to effectively implement this manifesto. It doesn't go to waste," he said, "coordinating with all parties and bringing everyone together, it works through a one-door system."
Labor Secretary Krishnahari Pushkar Karna said that necessary policy and technical modifications will be made for the implementation of the Employment Promotion Decade. The roadmap to provide employment with skills and social security to all will be advanced. The government will coordinate on this," he said. In the manifesto, it is said that the activities of the internal employment promotion decade will be included in the next periodical plan, annual policy program and budget and implemented. In the
manifesto, it is mentioned that internal employment will be promoted by facilitating the government sector and increasing investment in the latest and emerging sectors of comparative advantage under the leadership of the private sector. Similarly, it is said in the manifesto that coordination and cooperation will be done with the National Vocational Training Institute and private sector employers to prepare skilled manpower based on the demand of the labor market, and the workers in the formal and informal sectors will be linked to the social security fund and a pensionable society with social security will be built.
It is mentioned that the amount of social security fund will be used to increase the welfare of workers by building, developing and mobilizing national capital through high return investment. Similarly, it is also stated that the employment service center at the local level will be strengthened and developed as a common information center for employers and workers by making maximum use of technology.
"Entrepreneurship will be further expanded by verifying the skills of workers who have returned from foreign employment and using their acquired skills, capital and experience in productive work," the manifesto states, "Policy and legal reforms will be made to end the situation of forced foreign employment by making foreign employment organized, safe and dignified through effective labor diplomacy." The skills gap between the demand and supply of the labor market will be filled through the establishment and implementation of information technology and start-up programs, technical cooperation with educational institutions and training institutions. It is mentioned in the manifesto. At the
conference, Chief Secretary Ek Narayan Aryal said that amid rising unemployment and prevalence of the informal sector, workers are deprived of decent, secure employment and social security. I request the private sector to give the 8 hour wage fixed by the government. I expect it to be implemented accordingly," he said. At the
conference, Badri KC, president of the Non-Resident Nepali Association, said that out of the 65 billion earned by Nepalis living abroad, only 14 billion is coming to Nepal. Nepalese communities in Europe, America and Australia are ready to bring all that money to Nepal. They are ready to bring not only money, but also skills from there," he said.
Sharmila Parajuli Dhakal, former ambassador to Oman and Spain, said that a strong labor contract would ensure workers' rights. Dik Bahadur Khatri, the first vice-president of the Federation of Nepal Foreign Employment Professionals, said that fraud on workers will be stopped with transparent costs and reasonable service charges. Ayushman Bhagat, a professor at Burnell University, UK, commented on the need for a labor contract to institutionalize domestic workers.
