The work of extension of 132 kV power transmission line in Karnali province has been stopped due to 3 towers. In Baijnath Rural Municipality-1 Banianbhar of Banke, the work of power line extension has been stalled for a long time after the locals did not give land for the construction of high tension tower.
In June 2077, the Indian company RS Infra Project Pvt Ltd has taken the contract to extend the line from Kohalpur in Banke to Birendra Nagar in Surkhet.
He initially signed a contract for 70 crore rupees for 24 months . But so far, the deadline has been extended 4 times, so there is still confusion as to when the construction will be completed . Under the project, Baijnath Rural Municipality-1 of Banke, 6 towers in Gavar and 3 towers in Baniabhar are yet to be constructed, according to project head Ravikumar Chaudhary.
According to him, even though the locals have agreed to take compensation at the government rate of Chalanchalti in Gavar, the electricity expansion work has been stopped due to the lack of agreement with the locals of Baniabhar. He informed that the price of land in Gavar has been fixed at 25 lakhs, 28 lakhs and 32 lakhs per lot. In the area where the
tower will be built, 9/9 meters of land will have to be acquired. There is a house in the disputed area. "We have tried to give compensation in the language of custom," said Chaudhary, the head of the project, "but there was a problem because the locals demanded a higher price for the land."
According to him, this dispute reached the court. The locals had filed a writ in the High Court, Tulsipur Bench, Nepalgunj, saying that the agricultural land would be affected and some locals would be displaced. While hearing the writ in the second week of January, the High Court ruled that the writ should not be stopped by giving the necessary compensation as it is a matter related to the direct concern of the citizens.
The Chief District Officer of Banke, Khagendra Prasad Rizal, said that the local administration is coordinating with the locals after the court's verdict. The locals of Baniyanbhar have said that while there are various options, they are obstructing the transmission line from the middle of the village because it will disturb their livelihood.
"One thing is that our land here is less, after 9/9 meters of land is occupied by the transmission line, only 2/4 meters will be left. How will we live on it?," said Gyan Bahadur Oli of Boardingtoll located in Baniyanbhar. is . He said that the transmission line can be taken from the Itakhola edge a little beyond the settlement. Another local, Sanat Kumar Sharma, said that transmission line is going to be taken between the settlement and the agricultural land to protect the land of the accessors and to sell the land of others.
"At the beginning of the measurement, we were misled as a water supply plan," he said, "now they don't give us even when we ask for compensation so that we can build a house in another place and make a living". Out of 161 towers to be built in this distance, 146 towers have been built so far.
Out of that, a tower has been constructed in a 32 km section and the wire has also been pulled . About 14 km area of the transmission line is in Banke and Bardia National Park area . The Project Office has informed that the construction of 7 towers is currently underway in the park area. Similarly, the work of the substation in Birendranagar has reached its final stage. Chief Chaudhary said that almost 80 percent physical progress has been made on the transmission line.
When King Birendra came to Surkhet in 2045, the 33 kVA line connected to Surkhet was connected to Dailekh, Jajarkot, Jumla, Kalikot, Rukum and Salyan.
Central transmission line has been extended to about 140,000 houses in Karnali, according to the Karnali Regional Office of the Electricity Authority. Harksinh KC of Birendranagar-6 said that due to the lack of extension of 132 KV transmission line, they are suffering from problems such as power outages and voltage. "The central line is just to say," he said, "There is not a day when the power does not go out 5/6 times in an hour." Padam Shahi, president of the Karnali Province Industry and Commerce Association, said that due to the electricity problem, large industries could not be opened.
Minister of Economic Affairs and Planning of Karnali Rajeev Vikram Shah said that due to the lack of extension of power lines, there is confusion in opening some industries that have already been assured of investment in Karnali. According to him, even if the dispute is resolved, it seems that it will take at least 4 months to build the tower in the disputed area.
'We are in Karnali, the electricity should come from Lumbini province, the dispute is the same, the arrangement cannot be changed, some politicians are promoting the locals,' he said, 'Therefore, we have not been able to do anything until there is an agreement between the provinces or until the federal ministry shows vigilance.'
