Prime Minister and Tribhuvan University Chancellor Balendra Shah has appointed former Secretary Kishor Thapa as the Chairman of the Tribhuvan University Service Commission. According to sources in the Prime Minister's Office, Prime Minister Shah appointed Thapa as the Chairman on Wednesday.
Thapa was working as a Secretary in the Ministry of Urban Development, Education and Tourism. After retirement, he became a candidate for the mayor of Kathmandu from the then Sajha Party. He has a master's degree in urban planning from the School of Planning and Architecture in Delhi. Similarly, Prof. Regina Maskey has been appointed as a member of the Service Commission.
The then office bearers of the commission resigned after the government prepared to bring an ordinance. Thapa was appointed to the vacant post after the then Chairman Ghanshyam Bhattarai and Member Ajay Bhattarai resigned. Until now, it was the practice to appoint the Chairman of the Service Commission from among the professors of Tribhuvan University. This is the first time that the government has appointed a person from outside the university as the chief administrator of the Service Commission.
The Chairperson Recommendation Committee formed under the leadership of Vice-Chancellor Sasmit Pokharel, who is also the Minister of Education and Sports, has recommended three names to the Chancellor after studying, evaluating and interviewing the applications received for the post of Chairperson of the Service Commission, the Secretariat of the Minister of Education has stated. Based on the same recommendation, Chancellor Shah appointed Thapa as the Chairperson.
There is a provision that members of the Public Service Commission, the commission that appoints and promotes university teachers and employees, are ex-officio members. Although the ruling party Rashtriya Swayamsevak Sangh (RSS) has said that office bearers in the university will be appointed on the basis of merit, Prime Minister Shah has directly appointed them.
