Some local levels have rejected the federal government's decision on the start of the academic session, student enrollment and teaching.

Local levels say that educational activities are being conducted accordingly as the constitution has provided that the right to secondary education lies with the local level.
Aanbukhairaini Rural Municipality of Tanahun has started enrolling students and teaching from April 2. 'In the context of the decision to start the 2083 enrollment campaign from April 15 and to start teaching from April 21, as per the constitution of Nepal and prevailing laws, the local level has the authority to manage education up to basic and secondary levels, so this notice has been published to all concerned to allow community and private schools to conduct/conduct/conduct regular education from April 2,' said a notice issued by the rural municipality chairperson Shukra Chuman. He said that the village executive meeting has decided the academic calendar and activities will be conducted accordingly.
The Ministry of Education had issued instructions through the Ministry of Federal Affairs to admit students from April 15 and to start classes from April 21. A warning has also been given that action will be taken if admission is made before that. The Supreme Court had also ordered that students be admitted only after the academic session begins. Schools and parents are confused after the federal and local governments made different decisions on the academic session.
Devghat Rural Municipality in Tanahun has decided to admit students from April 2 and start classes from April 6. Chairman Til Bahadur Thapa said that the village executive meeting made the decision according to its own academic calendar. "This notice has been published to all concerned to start the admission campaign, prepare the annual school schedule, distribute textbooks and conduct regular classes from April 20," said the notice issued by Chairman Thapa.
Jhimruk Rural Municipality of Pyuthan has directed community and private schools to start taking admissions from April 20 and to start classes from April 15. The administrative officer of the rural municipality, Amarraj Sejuwal, issued the notice and provided information on the academic session, student admissions and classes.
Tarkeshwor Rural Municipality of Nuwakot has decided not to give Sundays as public holidays in schools. The federal government had decided to give Sundays as public holidays in government offices and educational institutions to save money due to inconvenience in fuel supply. The decision to operate schools on Sundays was made by Officiating Administrative Officer Mishri Lal Yadav as the additional burden of fuel consumption while operating educational institutions would be negligible.
‘There is a 15-day delay in starting the academic session and giving two days off a week seems to seriously damage the learning achievement of students,’ the rural municipality has said in the directive issued to the school. Although teaching will be conducted only from April 21, the rural municipality has also decided to continue extracurricular activities from April 2.
Similarly, the National Private and Residential Schools Association Nepal (NPABSON) has issued a circular to its subordinate schools to admit students and conduct classes contrary to the government’s decision. President Geeta Chhetri and General Secretary Pratap Bahadur Thapa have issued a press release instructing them to admit students from April 2 and conduct classes from April 15. Since the decision to give Sunday off will make it difficult to complete the curriculum, schools have been instructed to make arrangements to conduct classes at least 220 days a year, combining them with the festive holidays.
