Ukrainian President Volodymyr Zelensky held three-hour talks with US President Donald Trump in Florida on Sunday.
After the meeting, Zelensky said that 90 percent of the terms of the peace plan had been agreed. However, talks are said to be stuck on territory, Ukraine's security guarantees and the future of the nuclear power plant.
Trump suggested that it would be appropriate to reach an agreement on territory before Russia attacks again. “Some territory has already been occupied. Some territory is still uncertain, but it could be occupied in the next few months,” Trump said, “so wouldn't it be better to make an agreement now?” Before the meeting, Zelensky said that he was ready to take the country to a referendum on a peace agreement. According to the Ukrainian constitution, any change to the national borders must be approved by a referendum. But he also made it clear that a ceasefire would be mandatory for such a referendum.
Zelensky also said that the US has offered to provide security guarantees for 15 years.
He made this statement after talks with Trump in Florida. Zelensky had demanded security guarantees for 50 years. The war, which began in February 2022, has killed a large number of people and displaced millions. Zelensky arrived at Trump's Mar-a-Lago resort in Florida to discuss ending the four-year-old Ukraine-Russia war. Zelensky's goal was to seek US approval for a 20-point peace plan recently proposed by Ukraine. However, after more than three hours of talks, the two sides have not reached any conclusions.
Both Trump and Zelensky said that the peace process is complex and that it will take some time for results. Trump praised Zelensky and said that the day of the end of the war is near. "I think we are very close to a peace agreement, maybe very close," Trump said. Trump said that representatives of Ukraine, the United States and European countries would continue to meet in Washington in the coming weeks. He said that now is a very favorable time to end the Russia-Ukraine war, which has been going on for almost four years. “The war will end, or it will continue for a long time and millions more people will die,” he said.
Kremlin spokesman Dmitry Peskov issued a statement on Monday saying that Trump’s claim was true. “Trump’s claim that the talks are in the final stages is true,” the statement said. During the 2024 election campaign, Trump had claimed that he would end the war within a day of taking office. However, the peace talks have not been progressing as smoothly as he had hoped. He has sometimes blamed Russian President Vladimir Putin and sometimes Zelensky for this. But now he has said that ending the war itself is complicated.
“There are a couple of very complicated issues. But I think we are doing very well,” Trump said after the meeting, “A lot of progress has been made today, but a lot of work has been done in the last month. This is not a deal that can be done in a day. "It's a very complicated process." Trump spoke with Putin on the phone for more than an hour before the talks with Zelensky. According to the Kremlin, the call was held at Trump's request. Trump told Putin that he still trusted him because he was serious about peace. "He wants to see the talks work," Trump said.
The initial 28-point draft of the peace agreement put forward by Trump's envoy Steve Witkoff was the subject of lengthy discussions. Russia was very positive about the draft. But Ukraine and its European partners disagreed on some points. After that, Ukraine, after discussions with the US and European partners, has put forward a 20-point plan. Ukrainian President Zelensky made the revised draft public on December 23. It mentions issues such as Ukraine's sovereignty, security guarantees for Ukraine on a par with NATO countries, the size of the Ukrainian army remaining the same (previously, the 28-point draft mentioned reducing the size of the army), Ukraine's membership in the European Union, and the future of the nuclear power plant occupied by Russia. Russia is not positive about this proposal put forward by Ukraine. Putin had earlier accused Ukraine of being in no hurry to end the war. He had claimed that Russia would use military force to achieve its plan if Ukraine did not show interest in ending the war.
