The information was given by local officials at a press conference on Monday.
According to the police, a detailed investigation into the incident is still ongoing and more people may be arrested if necessary.
Officials said that out of 20 construction mesh samples collected from the burning building, 7 were found to not meet the minimum fire resistance standards during testing.
Initial conclusions have been made that the fire may have spread very rapidly due to these weak construction meshes.
151 people have died in the fire so far.
