As the birth rate continues to decline, China is going to give allowances to parents to raise children. China, which once adopted a 'one child' policy to prevent population growth, has now introduced a plan to give allowances to parents to raise children after the birth rate has not increased despite adopting a three-child policy.
On Monday, the Chinese government introduced a 'subsidy' program to be implemented nationwide. According to the State Council of China, the government will give each family 3,600 yuan (503 US dollars) per child every year. This scheme will be applicable for children up to 3 years of age and up to 3 children.
The council also said that about 20 million families will benefit from this scheme every year. After 7 years of continuous decline in the country's birth rate and the total number of newborns, there was a modest improvement in 2024. Meanwhile, by the end of 2024, China's population over 60 will reach 31 million.
Despite being among the most populous countries in the world, China is facing two types of demographic challenges; First, the number of newborns is decreasing, second - the population of old age is increasing rapidly.
According to the decision recently published by the State Council of China, , it is said that this allowance given to families who are responsible for raising children will not be counted as taxable income and will not affect other social services or assistance plans.
After removing the 'one child' policy in 2016 and introducing a two-child policy and a third-child policy in 2021, the decline in the birth rate has not stopped in China. In such a situation, it is said that this new program of the government has been brought with the aim of increasing the birth rate and providing financial support to the family.
For several years, various local governments in China—such as Hohhot, Shenyang, Panjihua, and Tianmen—have been running separate cash allowance programs for children. After the implementation of the new plan, such assistance will be given in a single system throughout the country.
