The judge of the International Court of Justice in The Hague, Netherlands, said on Wednesday, "It is difficult to find out who is responsible for climate change in which area." It is said that this decision is a historic victory for the countries most affected by the effects of climate change. The affected countries approached the court because of the lack of global progress to deal with this problem.
