The government has prepared criteria for selecting technical manpower in cases where public bodies need to develop software systems or take consulting services. The educational qualifications, experience and salary rates of the technical manpower have been clarified in the 'Norms on Cost Estimation of Information Technology System Development and Consulting Services, 2082' published recently by the Ministry of Communication and Information Technology.

The Ministry has prepared such norms using the authority given by Rule 12 of Public Procurement Regulations, 2064. In the norms made especially for the Ministry of Communication and subordinate public bodies, the salary rate has been determined from the highest monthly 2 lakh to the lowest 40 thousand rupees. 

When providing consulting services to government agencies, IT-related project leaders or team leaders are required to have a master's degree and five years of experience. The monthly salary of the team leader is fixed at 2 lakh rupees. Similarly, serving as SOC Analyst (Level Three) or Digital Forensics Analyst and Threat Intelligence Specialist will require five years of experience with a bachelor's degree. The remuneration of such experts has been fixed at 1 lakh 72 thousand rupees.

In other positions, system architect/analyst, senior database designer, senior software developer, cloud and infrastructure specialist to API developer, vulnerability assessor, ethical hacker, IT auditor, system administrator and junior developer, the required qualifications and rates have been set.  The minimum qualification of junior developer has been set to study up to 12th standard (in IT subject) and the salary is Rs 40,000 is .  The annual maintenance cost of the

software system does not exceed 20 percent of the development cost. "The details of the software system developed by any public body based on these norms will have to be updated in the electronic system developed by the Information Technology Department," it is said in the norms.
