He had given Iraq a second lead in the 53rd minute of the intercontinental play-off in Montevideo, which proved decisive.
Ali Al-Hamandi had given Iraq an early lead in the 10th minute. Moisey Panigwa equalised for Bolivia towards the end of the first half.
DR Congo had also qualified for the World Cup earlier in the season, beating Jamaica 1-0 in extra time. Axel scored the decisive goal in the 100th minute of the intercontinental play-off.
With this, Congo reached the finals of the World Cup for the first time in 52 years. Congo last played in the World Cup in 1974, when the country was still called Zaire.
