The Ministry of Youth and Sports has registered a bill in the House of Representatives to amend the Sports Development Act 2077, including provisions that will cause more disputes and conflicts in the Nepali sports sector.
- The Sports Council should not be informed as the Sports Act is a matter of the House's authority. President, NOC The Act did not address the development of sports, it only served to increase the controversy :
- Suvarna Shrestha, member, Rakhep The relevant bodies National Sports Council, Nepal Olympic Committee and some national sports associations have objected to the provision that the government will dominate the autonomous bodies of the sports sector in the bill. In the bill, there are provisions to increase the intervention of the sports ministry on the council and to bring the Nepal Olympic Committee under surveillance. Officials of the council have strongly objected that the ministry has taken the bill to the parliament ignoring the council.
- The Nepal Olympic Committee (NOC), which has been in conflict with the government for a long time, has been targeted. The NOC, which should be operated according to the charter of the International Olympic Committee, is under the direct supervision of the government, and arrangements have been made to include it under the sports association. Apart from this, the Paralympic Committee and the Special Olympics will also be included in the sports association. On the other hand, the provisions regarding the Olympic Committee in Article 37 of the National Sports Development Act 2077 will remain unchanged. Now, two different provisions about the Olympics will come into one law. Officials of the committee have protested that this will make the Olympic Committee unable to work. "Looking at the 19 points in the amendment bill, if this bill becomes a law, it will be a disaster for sports," says Jeevan Ram Shrestha, president of NOC, "It will lead to instability in sports, lead to conflict and end autonomous rights." Shrestha says that the Olympic committees of every country are important bodies for international coordination in that country. He says, "It is not under the government. But it is an organization that works in coordination with the government, the operation and operation of the Olympic Committee is according to the charter of the IOC. Another proposal made in the bill is the management test of the Ministry in the National Sports Council. In Section 21 of the Act, earlier the audit had to be kept according to the accounting system adopted by the Government of Nepal. Adding to that point, it has been proposed that the ministry should examine the management of the council every two years. This will increase the Ministry's monitoring and control over the maintenance. Similarly, it has been proposed to increase the age limit from 60 years to 65 years to become a member-secretary and member of the Sports Council, while seven new points have been added in the bill. However, Council Member-Secretary Tanklal Ghising has strongly objected that the bill was taken to the Parliament by bypassing the National Sports Council, the main concerned body of the sports sector. 'After the arrival of the current minister, 5 board meetings of Rakhep have been held. But the draft bill was not presented in any meeting. On October 12th of last year, I requested the draft from the Ministry of Youth and Sports as the official of the association asked for a draft. I said look. But now, I heard the news that it was registered in the Parliament at once," member-secretary Ghising told Kantipur. He said that if the adoption of the
- bill could be taken by the meeting itself, the revised bill would be even better. On the other hand, Youth and Sports Minister Tejulal Choudhary says that the amendment bill of the Act should not be taken up. He says, "The Act does not need to be approved by the board meeting. This bill was made before I became a minister. This is not the right of the board, it is the right of the parliament because it has to be submitted to the House.'' In response to the question, Minister Choudhary says, "All problems may not be solved, but some problems will be solved." It will mainly be focused on anti-doping. Rakhep's Vice President Dhruv Acharya and some members drew the attention of Speaker Devraj Ghimire that Minister Choudhary had arbitrarily registered the amendment of the Act. ``What is the purpose of the law?'' Rahep executive member Suvarna Shrestha asks, 'The Sports Act is only for players, coaches and sports associations.' The purpose of the bill is to end the conflict of interest from this point. But some sports officials have requested not to do so because such a provision will prevent experts or experts in sports. On the other hand, there is always a problem in the labor process for players and coaches coming from abroad to play or train in Nepal due to the lack of a separate visa arrangement. But stakeholders say that it is not paid attention to. Rakhep member Suvarna says that this bill will create confusion in daily management work, "It could not be implemented in one year, if it is not implemented, there will be bigger problems." On top of that, this bill is not suitable for awarding players, character development and promoting the game.'
Some members of Rakhep Board claim that there are no problems in the bill as it is rumored. Rakhep member Bhanu Chand said that like Minister Choudhary, it was formed after a long process and the opposition was only at the last moment.
