After the National Sports Council (Rakhep) sent a letter to nominate Durganand Chaudhary as a member of the Nepal Cricket Association, there has been a stir within the highest body of Nepali cricket. Chaudhary, a resident of Khadak Municipality of Saptari, was sent a letter on 23rd January with the nomination of Behora as a vacant central working committee member of CAN.
"Hearty congratulations for being nominated with the expectation of significant contribution to the development and expansion of the game of cricket during your tenure and best wishes for your tenure," said the letter sent to CAN with the signature of Chandrakumar Rai, head of the organization coordination branch of Rakhep, received from Kantipur.
Youth and Sports Minister Tejulal Choudhary has claimed that a letter has been sent to Durganand Choudhary to be nominated as a member of the association according to the statute of CAN. Minister Chaudhary has been accused of nominating Durganand against the National Sports Development Act 2077 and is going to nominate party workers for CAN. Durganand is the Municipal President of Congress of Khadak Municipality.
CAN member Pradeep Mazgainya says that the letter sent by Rakhep was received in the meeting of the CAN working committee held on 16th of February, but it was not included in the discussion. It is our position that matters that are not part of the National Sports Development Act should not be passed. If we don't follow the rules and regulations, the union will be run in any way," Mazgainya said. "Even before this, the representative sent by Rakhepe for CAN members was wrong, we have been protesting against it in the meeting. The representative from Rakhep comes as an observer, but after coming to the union, random decisions are made under the guise of political power, affecting the functioning of CAN. Mazgainya claims that it is not valid because it is not in the Sports Development Act even though it is in the statute of CAN. According to the National Sports Development Act 2077, there is no mention of Rakhepa sending a representative to CAN or any organization.
"Even though it was mentioned in the Sports Act before 2077, the new Sports Act 4 years ago did not mention sending ex-officio members, that's why we don't have to accept it," Mazgainya said. In the past, it was amended because people who were favorable to them would come.'
Can decided to remove the two representatives sent from Rakhep in the meeting held on May 19, 2080, and sent the amended statute to the council on May 25 for approval. But just before the election of CAN, on July 2, Rakhep did not touch any other aspect of the proposed legislation except for recognizing Parbat and Baglung under Gandaki Province and Salyan, Calikot, Dailekh and Rukum West under Karnali Province.
It has been almost a year and a half since the election of Can. Rakhep has already nominated Chumbi Lama as an ex-officio member last year as per CAN's statute. Durganand, who has now been nominated from Rakep, will serve the remaining 2 and a half years of Kan's tenure. A group of cans have not accepted it while factions-sub-factions are brewing within cans.
Sports Minister Chaudhary Durganand claims to have a sports background along with politics. He said, "He is also a player. Played volleyball, football. He also played cricket in the village. He is not just a party worker. Now most of the unions have party workers. It is unfortunate to come to the Sangh and stay as a party worker rather than a game.'
Minister Choudhary added, 'If you talk about the president of the cricket association (Chatur Bahadur Chand), he is the district president of the Congress. Can he come to Kan, Durganand not come? It was said that people from Tarai cannot come as members of CAN. Even before I became a minister, they were nominated by the council and went to represent in CAN, you can say which party workers they are.'
Can's spokesperson Chumbi Lama says that once Rakhep sends the letter, it should be accepted automatically. "The letter sent by Rakhep came through the secretary of CAN (Paras Khadka) after the meeting of the executive committee on February 16," said the spokesperson Lama. From the next meeting he (Durganand Chaudhary) sits in the working committee meeting of CAN. We should look at CAN's own statute rather than the National Sports Development Act.'
