Karnali was the only province without a stadium after the country went into a federal structure. It is not that there is no land in the name of sports in Surkhet, the capital of the state. Karnali's sports development could not get priority in the centralized governance system. The players have been putting pressure on the local and state governments formed after federalism to build structures in sports.

When the Karnali State Government proposed to the Federal Ministry of Youth and Sports to organize the 9th National Games in Karnali, there was no structure for sports, and then it came to a plan to build a stadium. 

During the time of the then Chief Minister Mahendra Bahadur Shahi, the later Chief Minister Jeevan Bahadur Shahi got the opportunity to lay the foundation stone of the state stadium which was DPR in November 2078. At that time, the main purpose of proceeding with the construction of the stadium was that the 10th National Games should be held in Karnali. The state government had selected it as a multi-year and state pride project and accelerated the construction work. Chief Minister Jeevan Bahadur Shahi inspected the stadium 34 times during his 11-month tenure. He narrates, "I went to the field and monitored it many times to ensure that the 10th Games were completed on time and on the scheduled date so that there was no weakness on the part of the government."

"Despite preparing the stadium on time, it is sad that not only the national sports but also the provincial level sports are not being organized, the stadium has been neglected to operate sustainably and systematically," he lamented. 

The stadium, which has been completed day and night, is now waiting for the players and spectators. Even after the completion of the construction, the federal government has been making various efforts to push for the 10th National Games. The board meeting of Rakhep chaired by Youth and Sports Minister Tejulal Chaudhary last time decided to organize the competition from May 3 to 10. However, the voice that this date is not appropriate is also starting to rise. 

Sports technicians say that if the games are to be held in May, there are 73 days left and since it will take 68 days to complete the public procurement process, the new date has been proposed to avoid criticism rather than to hold the tournament. Aamkhelpremi understands that the national sports could not be held on the scheduled date due to unnecessary politics. 

Rakhep's 118th board meeting was scheduled for March 23-30. However, the National Sports Council says that it is not possible in March due to the Ministry of Finance's delay in approving the budget. The federal government had allocated 600 million rupees to complete the competition in the current year. Three years ago, when the Ninth National Games (Rakhep) concluded in Pokhara, the date of 2081 Mansir 2-9 was proposed. Rakhep has repeatedly moved the date, which has created confusion in the preparations. As the date moved, the overall management of the tournament as well as the training of the players became more confused.

The organizer and manager of the 10th National Games scheduled to be held in Birendranagar, the capital of Karnali Province, is the Provincial Sports Development Council. President of Surkhet Chamber of Commerce Chintamani Sharma says that on the new proposed date, there will be excessive heat in Birendranagar, the heat will affect the load capacity and the electricity will be irregular and the time will not be right due to adverse weather conditions. If it is to be organized in May, he suggested that the construction of Kohalpur-Surkhet 132 KV transmission line should be completed by Baisakh and provision should be made for drinking water boring at various places. However, it is very unlikely that the construction of the transmission line will be completed by May. 

It is said that the 10th National Games has been targeted due to the absence of a suitable board for the current ruling coalition. Due to the mismatch between the Ministry of Youth and Sports and the Development Board, the meeting could not be held earlier. In Birendranagar, other infrastructure including the construction of a state-of-the-art stadium has been prepared. Although the grand stadium is waiting for the tenth national, the sports lovers have become disappointed due to the neglect of the state government and the federal government. 

Outgoing member secretary of Karnali State Sports Development Council Bishwamitra Sanjyal accused the federal government of playing a 'game' by not holding the tournament in Karnali. "The minister himself came to Surkhet and inspected the infrastructure including the stadium, he said that the competition will not be stopped because of the infrastructure, then he started planning to move the date using various excuses," said Sanjyal, "From the point of view of the weather, May is not suitable, there is a risk of extreme heat and wind, it seems that it will create more problems in management." 

The Karnali Pradesh Sports Development Council is also vacant from December 6. Although the chairman of the council will be the minister of social development of the province, it is alleged that due to the vacancy of the executive leadership, they could not put pressure on the federal government to organize the 10th National Games on time. The four-year term of office of the council's vice-president Pramod Hamal, member secretary Sanjyal and other members has expired since January. The voice of the Karnali state government to immediately proceed with the process of appointment of officials in the council is becoming louder. The demand of the players is to put pressure on the federal government to organize the tournament quickly by appointing officials in the council. 

Minister of Social Development of Karnali Province Ghanshyam Bhandari claims that since the organizer of the National Games is the federal government, they have requested many times to hold it on the scheduled date. "If the 10th National Games is guaranteed, the Karnali state government will prepare for management," Minister Bhandari said. The amendment bill related to Provincial Sports Development Council is under consideration in the Provincial Assembly. According to him, the process of appointing officials will proceed only after the amendment bill is passed by the state assembly. 

In the first meeting of the original organizing committee of the 10th National Games held in Kathmandu on Tuesday, the Chief Minister of Karnali, Yamlal Kandel, repeatedly asked not to move the date. He said that if the date is changed again and again, the competition will cause confusion and public confidence will be lost, so the date should not be changed again. "The proposed date of May is also not that suitable, but now there is no situation to go beyond May," he said in the meeting. He said that as a co-organizer and manager, the state will work without any deficiency, but rather than that, the federal government should open the way for organizing the competition.
