Preparations stalled due to lack of approval of the 10th National Sports Guidelines

Necessary structures including state stadium in Karnali are ready for the 10th national sports competition which is scheduled to be held from March 23 to 30. The federal government has allocated 600 million rupees for the competition. However, due to the lack of approval of the national sports competition management guidelines and expenditure criteria, the necessary preparations have been stalled.

The Federal Government has established a Secretariat for National Sports. But due to lack of guidelines, the secretariat has also become jobless. Vishwamitra Sanjyal, the outgoing member secretary of the Karnali Pradesh Sports Development Council informed that even the 600 million allocated for the competition has not been spent.

"Neither sub-committees have been formed for budget expenditure, nor has the budget been divided into different headings," he said, "The budget should have gone to the Ministry of Youth and Sports in July last year, so far the budget has been stuck in the Ministry of Finance." 

According to the Karnali State Sports Development Council, almost 99 percent of the work has been completed in the state stadium, now only the work of painting and cleaning is left. The stadium, which is the main venue of the 10th National Sports Tournament, will hold 10,000 spectators and the football field has been constructed according to FIFA standards. The stadium has been built so that 4,000 spectators can sit and watch in the VVIP and VIP parapit. 

In Surkhet, the construction of Chisapani football field, Kalungchok rugby field and the cricket field of the provincial stadium complex has also been completed, the council said. According to the council, preparations have been made to play some games in the Humla hockey ground and covered halls in Dailekh, Kalikot, Jumla, Rukum West and Salyan. 

Social Development Minister Ghanshyam Bhandari says that they are in a state of preparation for the management of accommodation, health, security and local transport to be done by the host province. According to him, since the operational guidelines have not yet been approved, it is not clear what the federal government and the host province have to do. He said that out of 35 games to be organized in the National Games, 24 games have been prepared in Karnali. According to him, the facility to arrange accommodation for about 3,500 people daily is in the provincial capital Birendranagar, while about 3,000 players can live in other districts. 

Bhojanand Rai, the head of the administration department of the National Sports Council, said that although the guidelines for the operation of the national sports competition were prepared and sent to the Ministry of Sports, it was not sent to the Ministry of Finance from there. "Until now, the expenditure numbers have not been approved, only after they are approved, the way to tender for the purchase of sports materials, clothes, various equipment etc. for the national competition will open," he said.
