The Rastriya Swatantra Party has issued a directive to its Members of the House of Representatives to completely prohibit nepotism and favoritism when appointing personal secretaries. RSP General Secretary and MP Bipin Kumar Acharya has issued an internal directive regarding the appointment and management of personal secretaries for party MPs.
The RSP has issued this internal directive to make the process of appointing personal secretaries transparent, economical, and accountable to the public.
In the very first point of the basic criteria for appointing personal secretaries, the RSP states "complete prohibition of nepotism and favoritism." "When appointing personal secretaries, in accordance with the party statute and the core principles of good governance, members of the same household or close relatives are completely prohibited. Such appointments must be made from outside the circle of family and kinship," the directive states.
The directive also specifies that personal secretaries must have at least a bachelor's degree. MPs have been instructed to encourage inclusivity when appointing personal secretaries.
Similarly, MPs have been directed to appoint only those individuals as personal secretaries who do not have conflicting interests and who are not receiving dual benefits. "Appointed personal secretaries must not be employed full-time or receive dual financial benefits from any other government or non-government institution," states the directive issued by RSP General Secretary Acharya. "Candidates must be free from any conflict of interest that could affect the MP's official responsibilities."
The RSP has also directed that the selection of personal secretaries should be done through open competition. "The selection of personal secretaries must be conducted through a public call or open competition," the directive further states. "If any dispute, complaint, or question arises regarding the appointment of personal secretaries, the party reserves the right to investigate and make the final decision."
The RSP has also stated that MPs must evaluate the performance of their personal secretaries. Such performance review reports must be mandatorily submitted to the parliamentary party.
The RSP directive also states that no deductions may be made from the amount received by personal secretaries from the state under any pretext. The directive further states that doing so will be considered a serious financial violation.
After the government decided to provide each MP with the facility of a personal secretary equivalent to a section officer, MPs have begun the process of appointing personal secretaries. The RSP, the largest party in the House of Representatives, has issued an internal directive regarding the appointment of personal secretaries for its MPs.
