The establishment and dissident factions of the Nepali Congress are planning to celebrate the 44th memorial day of party founder BP Koirala separately.

The establishment faction has organized a two-day program on Wednesday and Thursday, while the dissident faction led by former president Sher Bahadur Deuba and then acting president Purna Bahadur Khadka has organized a special symposium at the Pragya Pratishthan Bhawan in Kamaladi on Wednesday. The coordinator of the program preparation committee is former vice president Prakash Man Singh.

On the first day, the establishment faction has organized a 5-kilometer 'Green Run' competition with the slogan 'Let's unite to raise climate awareness' in the UN Park area in the Bagmati Corridor and a 'Green Table' dialogue with the participation of experts on 'Nature, Democracy and Future Generations'. A symposium titled 'New Resolution, New Campaign' is also being organized at the National Assembly House.

Challenging the program of the establishment party, the disgruntled party has taken the program organized on Wednesday as a show of strength. Former Tarun Dal president and National Assembly member Jeetjung Basnet has also interpreted it as a show of strength.

‘It is time to find answers to the question of where we were yesterday, where we are today and where we will go tomorrow. Whether the party will be united or not is up to us.’ Addressing the leaders and workers of Tarun Dal, Basnet said, ‘If tomorrow’s program is good, then even if the party is united, we can build a good position. Even if unity is not achieved and we have to move forward in a new way, this show of strength will be our basis.’

Leaders of the Deuba-Khadka faction have been active in ensuring large-scale public participation in the program.

The Deuba-Khadka group, which has been carrying out parallel activities for the past 6 months, has also made public the five-point 'conditions' put forward for party unity. The group has come to the conclusion that the basis of party unity is weak as the establishment party is not ready to accept all those conditions. There is a party dissatisfied with the plan to call a national gathering within Shrawan and move towards building a new organizational structure through it. It has established a separate liaison office in Chundevi and has been conducting all activities from there.

According to Deuba-pro-party leader Min Bishwakarma, the date and venue of the national gathering will be announced from the Pragya Pratishthan Bhavan on Tuesday. Another leader from the Deuba-pro-party said that efforts will continue for party unity until the national gathering is held.

'We will simultaneously advance both the possibilities of unity and the formation of a separate party until the national gathering is held. If unity is not achieved, a new party will be formed from the national gathering, which will make the agenda of the 15th general convention public,' the leader said.

Leader Min Bishwakarma formally made public the five-point proposal put forward by the disgruntled party at a press conference held on Monday to provide information about the program of the Pragya Pratishthan. Informally, those conditions had already been made public.

The first point of the five-point proposal made public by Bishwakarma demands that the elected office bearers and central members of the 14th general convention be integrated into the central working committee led by President Gagan Thapa, elected from the special general convention. The establishment party has been rejecting this demand from the beginning.

General Secretary Gururaj Ghimire said that the proposal to integrate the two central working committees has already been rejected. According to him, the model of integration adopted between two different parties cannot be applied to the disgruntled group within the party.

111 office bearers and members, including Deuba, Khadka and leader Shekhar Koirala, who were elected to the Central Working Committee from the 14th General Convention, are now outside the Central Working Committee. The Deuba-Khadka faction is demanding that all of them be integrated. But President Thapa is adamant not to go beyond the limits of the statute.

According to the statute passed by the special general convention, President Thapa can nominate 61 central members. 19 of them have already been nominated. The establishment faction is of the opinion that only a limited number of leaders can be included in the remaining quota.

The second condition is that a work performance committee should be formed with President Thapa as the majority, and the third is that the agenda of the 15th General Convention should be announced from the meeting of the reconstituted Central Working Committee. Similarly, another condition states that various committees related to the general convention should be formed with a majority of the establishment party, and in the last point, all members who have renewed their membership by 10 Poush 2082 should automatically participate in the 15th general convention.

The most complex issue among these 5 conditions is the adjustment of the 2 central working committees. Recently, Deuba-pro-party leaders have put forward a proposal to form a 'general convention preparation mechanism' under the leadership of the chairman to ensure a fair and independent general convention. Leader Shekhar Koirala, who is outside the central working committee, had also put forward the same proposal.

Leader Prakash Sharan Mahat said that their main concern is not participation in the central working committee but a fair general convention, and claimed that an agreement can be reached if the establishment party is ready to form the mechanism.

'The mechanism should be under the leadership of the chairman.' The participation of both parties should be ensured with a majority in favor of the chairman. If we are ready to move forward the decisions and processes related to the general convention on the basis of consensus through that mechanism, it will become a basis for us to go together to the 15th general convention even if we are outside the central working committee,' he said. 'Despite making such a flexible proposal, the leadership has not engaged in serious discussions.'

General Secretary Gururaj Ghimire said that it was not appropriate to speak much publicly on the issue as the chairman was continuing informal dialogue and discussions for consensus.
