The leaders of the disgruntled party are ready to back down from their demand for central working committee adjustment if a political mechanism is formed that includes both parties in a way that everyone accepts the upcoming 15th general convention of the Nepali Congress.
Nepali Congress leader Prakash Sharan Mahat claimed that the ongoing dispute in the party would be resolved if a political mechanism is formed based on the leadership and majority of the president and through it, all the work related to the election process of the general convention is done.
According to Mahat, the central working committee led by president Gagan Thapa should give the mechanism authority over issues related to active membership, statute amendment and discipline related to the election process of the general convention. Mahat has said that if they are ready to move forward by deciding on these issues through the mechanism based on consensus, they will be ready to make the 15th general convention a unity general convention even if they are outside the central working committee.
Two weeks ago, leader Shekhar Koirala had also put forward a similar proposal through General Secretary Gururaj Ghimire. Ghimire had said that such a proposal could be a point of unity within the party and that it was not viewed negatively. However, he said that no concrete discussions have been held in that direction.
It has been decided to hold the 15th General Convention of the Nepali Congress in Kathmandu from 16-19 Asoj. The general convention is scheduled to start from the ward convention on 2 Bhadra.
Mahat said that an agreement should be reached within 2-4 days, not on the eve of the general convention. 'Not on the eve of the convention, but within this week. Discussions should be held now. We should also agree to include the renewal of memberships made for the 15th General Convention in the general convention. In the meantime, the membership of those who have left the party and died can be removed,' Mahat said. 'If this is done, we can convince the dissatisfied parties. If the leadership is ready, there will be an agreement on this.' But he alleges that the leadership has not taken the discussion forward in this direction.
After the Supreme Court decided to recognize the special general convention, leaders of the faction of former President Sher Bahadur Deuba and then acting President Purna Bahadur Khadka had been insisting on the need to integrate the special and previous central working committees.
Meanwhile, President Thapa has nominated 19 members of the faction of former Presidents Deuba-Khadka and leader Shekhar Koirala as members of the central working committee. He is trying to establish unity by nominating some more leaders. But the dissatisfied faction has been demanding complete integration.
Mahat said that in addition to that, 111 members of the then Deuba-led central working committee are still outside. Mahat said that if leader Koirala and the proposal he put forward are accepted by the leadership, they will all join the unity even if they are outside.
The dissatisfied faction has taken forward preparations for unity and the formation of a separate party in parallel. If unity cannot be achieved, they also plan to form a separate party. For that, preparations have been taken forward by opening a liaison office in Chundevi.
General Secretary Ghimire said that the president was holding discussions with the then acting president Khadka. Thapa had informed the party officials about the ongoing discussions with Khadka on Tuesday. ‘Talks are going on, but they have not taken concrete form,’ said General Secretary Ghimire.
Although the issue of integrating the two central working committees cannot be accepted, he said that discussions are underway to find a common ground by discussing the political mechanism further.
‘Shekhar Koirala Dai also raised this issue with me in his meeting, and Prakash Dai has also been saying this for a long time. I am not saying that we will not accept it. We have not been able to form a working group to formalize the discussion. If the matter is agreed upon at the leadership level, why did we have to continue with it,’ he added, ‘The proposal has not come from us either. There has not been a proposal from the other side to form a working group and discuss it. However, we are very close in that we should be united ideologically, we have all realized it.’
