Speaker DP Aryal has said that lawmakers should consult with the people. The meeting of the House of Representatives has been adjourned for 15 days until 11 am on August 14, and the lawmakers should consult with the people during this period.

Speaker Aryal delivered a brief address at the end of the meeting of the House of Representatives on Wednesday. He said that he believes that the stronger the relationship between the parliament and the people, the more accountable, participatory and trustworthy democracy will become. He said that he believes that when the parliament is not in session, the lawmakers will go to the people and the issues received from there will enter the parliament and the government will be held accountable. 'The voices of the people collected through parliament will enter the parliament and become the subject of government accountability,' he said. 'I have realized that the strength of representative democracy is that the people's voices reach the parliament with problems and the demand for solutions from the parliament to the government.'

Speaker Aryal also said that the work of law-making will gain momentum in the upcoming meetings of the parliament. Stating that the government has declared the upcoming fiscal year as the year of law-making and reform, the Speaker said that the parliament will have an important role in this campaign of reviewing, amending and unifying the existing laws and creating necessary new ones. Urging the public to take suggestions for that, the Speaker said, 'Convert the break of the parliamentary meeting into a discussion with the people.'

Stating that the parliamentarians are a bridge between the people's representatives and the people and the parliament, Speaker Aryal said, 'The two-way responsibility of bringing the people's voices, aspirations and expectations to the decision-making process of the parliament and re-establishing the decisions of the parliament among the people is the essence of people's representation.'

The Speaker said that the parliamentarians should be provided with time to play their parliamentary role. 'Continuous outreach to the public, dialogue with the public and reflecting public opinion in the parliamentary process are the basic parliamentary responsibilities of every honorable person,' he said. He said that along with lawmaking, MPs have felt the need to reach out to voters to fulfill their parliamentary role.

Speaker Aryal recalled that the second session of the House of Representatives passed the Appropriation Bill, the Finance Bill and the National Debt Collection Bill along with the annual policy and program of the Government of Nepal. He said that in addition to these bills, other important bills were also passed. Regarding the reason for postponing the House of Representatives meeting for 15 days, the Speaker said, 'I am also aware that the members of the House of Representatives have the primary responsibility of listening to and understanding the public's reactions, concerns and suggestions towards the state policies and programs issued in the current fiscal year, formulated laws and service delivery.' He said that how close the MPs are to the people will also determine the vitality of this system.
