In the case of Ganesh Nepali’s self-immolation, Home Minister Sudan Gurung counter-questioned the very MPs who raised questions in the House of Representatives. He also stated that the Nepal Government’s traffic police had not applied a wheel lock to Nepali’s motorcycle.
During Friday’s meeting of the House of Representatives, while responding to questions raised regarding Nepali and providing information about the incident, Home Minister Gurung said that the incident occurred because of the Kathmandu Metropolitan Police. “We have a three-tier government: federal government, provincial government, and local government. The incident did not occur in an area where the traffic police applied the wheel lock; the traffic police did not apply the wheel lock. Is there any video showing the traffic police applying the wheel lock? It was the municipal police who applied it,” Gurung said. “I want to ask the honorable members of the opposition, who currently controls the local government? Is it the Rastriya Swatantra Party? Who controls the provincial government? Is it currently under the Rastriya Swatantra Party?”
Home Minister Gurung also stated that the opposition parties lead the provincial and local governments. “You control two tiers of government. Did we make these rules and laws? You made them, and because you failed to implement them, we had to show you. We acted according to those very rules and laws,” he said.
The Home Minister also stated that the responsibility regarding Ganesh Nepali lay with the Kathmandu Metropolitan City. He said, “The responsibility was with the local government. Who currently controls the local government in Kathmandu? Who applied the wheel lock?”
Home Minister Gurung also objected to the questions raised by the MPs. He said the MPs were “shouting until their throats were dry.” He further added, “I want to ask this House, how many of you were at that hospital, as many as are shouting here until your throats are hoarse? Just shouting in the House is not enough.”
Opposition MPs also demanded that the Home Minister’s remarks be removed from the parliamentary record. CPN MP Gopal Sharma demanded that the Home Minister’s remarks be expunged from the record, saying they presented the MPs’ voices in a disrespectful manner.
