Minister for Law, Justice and Parliamentary Affairs, Sobita Gautam, has stated that the government is committed to implementing the recommendations made by constitutional commissions.

Minister Gautam expressed this commitment while responding to questions raised during the discussion on the annual report of the National Inclusion Commission in Friday’s meeting of the National Assembly.

Noting that constitutional commissions are not related to the executive, Minister Gautam said that the government is, however, prepared to implement the recommendations of those commissions. “From a theoretical perspective, since constitutional commissions are separate from the executive, accountability should be limited only to the implementation of the recommendations made by our constitutional commissions. The government is committed to seriously implementing the recommendations provided in the reports of our commissions,” she said.

Minister Gautam stated that the government has been implementing the recommendations made by constitutional commissions. She said that some recommendations of the constitutional commissions have already been implemented by the government, while others are in the process of being implemented.

Similarly, she also mentioned that the government needs to enact laws to implement some of the recommendations of the constitutional commissions. She said that in order to implement some recommendations, practical reforms are also necessary. She stated that the government will continue to implement the recommendations and reports of the constitutional commissions.

Minister Gautam also said that constitutional commissions are accountable to the Federal Parliament. She mentioned that, for the first time, there had been a discussion on the report of a constitutional commission in the National Assembly. “We have undertaken a very new practice in our parliamentary proceedings. On this issue, we had also held extensive discussions in the meeting of the National Assembly’s Business Advisory Committee,” she said.

Minister Gautam said that discussions on the reports of constitutional commissions should take place in parliamentary committees rather than in the full session of Parliament. She also said that it would be appropriate for the officials of the commissions, rather than the government, to respond to questions raised about the reports of constitutional commissions. Minister Gautam said that it would be useful to invite officials for discussions in parliamentary committees when deliberating on the reports of the commissions.
