The task force formed to prepare the constitutional amendment debate paper under the coordination of Prime Minister Balendra Shah's political advisor Asim Shah has stated that the report writing has reached the final stage. The task force has stated that it is preparing to prepare the report and submit it to Prime Minister Shah within the deadline extended by the government for the second time.

Despite the maximum flexibility of the task force coordinator, the representatives of the opposition political parties who participated in the process of preparing this debate paper until the end have irresponsibly left the task force by submitting a letter of resignation. They had been formally participating continuously on behalf of their parties since the first meeting of the task force and submitting their opinions and suggestions. Not only that, they were also present when the task force discussed with various stakeholders.

However, after participating in the task force for 83 days, the Nepal Communist Party (NCP), Janata Samajwadi Party (JSP) and Loktantrik Samajwadi Party (LOSP) suddenly sent a letter collectively informing that they would not be able to participate in the meeting of the task force. They sent the letter on 22 Ashar 2083. They have demanded that the debate process initiated by the task force be canceled. However, according to Shah, the coordinator of the task force, they did not object to the issue of preparing the debate paper for 83 days after its formation. It seems that there is a strategy behind the opposition at the last moment of preparing the report to make the task force fail.

The NCP, LSP and JSP have demanded that the government should express a commitment not to implement the preamble and basic values of the constitution when the task force prepares the debate paper and explain the reasons for which the constitution should be amended. But the constitution itself has specified the basic values of the constitution and the coordinator of the task force has repeatedly expressed a commitment not to implement the basic values of the constitution when preparing the debate paper for the constitution amendment. Mohanlal Acharya, a member of the task force and MP, said that raising the same issue is trying to create unnecessary discussion and is irresponsible at an important time when the debate paper for the constitution amendment should be prepared.

The parties have demanded that the government initiate a national consensus on the issue of preparing the debate paper by calling an all-party meeting of the leaders of the parties represented in the federal parliament. According to Pushkar Sapkota, Legal Secretary of the Office of the Prime Minister and Council of Ministers, all political parties represented in parliament have been continuously participating in the task force that prepared the debate paper as per their demands. He said, 'The debate paper that the task force is going to prepare will not undermine constitutional supremacy, but rather strengthen it. Therefore, the parties need not have any doubts about the work of the task force.' In addition to the parties represented in parliament, the task force also includes other political parties and government law secretaries.

The task force has so far discussed and collected suggestions from people from various fields, including constitutional experts, lawyers, politicians, professionals, civil society, women's rights activists, former attorneys general and former administrators. Similarly, it has been said that it has collected suggestions from 44,700 citizens in the country and abroad online.
