The ruling National Independent Party's statute has a provision for more than two senior leaders. The statute passed by the first national convention held in Chitwan has a provision for two or more senior leaders.

The first general convention of the Rashtriya Swatantra Party was held in Chitwan from 7 to 12 Asad. The statute of the Rashtriya Swatantra Party was made public on the party's website on Monday. This statute had not been made public before.

The provision for a senior leader has been made for the first time in the Rashtriya Swatantra Party's statute. Section 11 of the statute provides for the functions, duties and rights of office bearers. The senior leader has been placed on the list of party office bearers. Section 11 (j) provides for a 'senior leader'.

The provision for a senior leader to be nominated by the central committee on the proposal of the party president has been made. The senior leader has been provided with the second priority in all formal programs of the party and the central committee. 'Determination of priority of multiple senior leaders: In the event that the number of nominated senior leaders is two or more, the mutual priority among them shall be as decided by the central committee,' the statute states.

This arrangement has paved the way for more than one senior leader in the Rashtriya Swayamsevak Sangh (RSS). Currently, Balendra Shah has been made the senior leader in the party. If necessary, the party president can take a proposal to nominate other leaders to the central committee in the coming days. On December 13, a 7-point agreement was reached between Rashtriya Swayamsevak Sangh (RSS) president Ravi Lamichhane and the then mayor of Kathmandu Metropolitan City, Balendra Shah. According to the agreement, party president Lamichhane and senior leader Shah were designated. According to the agreement, it was decided that the senior leader would lead the government and the president would lead the party.

The functions, duties and rights of the senior leader have also been clarified in the statute. According to the provisions of the RSVP statute, the functions, duties and rights of the senior leader will be to 'provide necessary advice and suggestions to the chairman and central committee on the party's policy formulation, organizational operation and important issues of national politics.'

Similarly, the statute stipulates that the senior leader must play a balancing role to maintain internal unity, organizational strengthening and emotional harmony within the party. The statute also stipulates that the senior leader must fulfill other special responsibilities assigned and entrusted by the central committee or party officials.
