The NCP has introduced a new code of conduct for its leaders and cadres. The NCP has stated that the code of conduct has been issued to make the conduct and behavior of leaders and cadres in line with the revolutionary principles adopted by the party.
Earlier, the then Maoists also introduced a similar code of conduct 6 times, but it could not be implemented. The NCP, which was formed by merging the Maoists and the Unified Socialists, introduced the new code of conduct on Monday. Coordinator Pushpa Kamal Dahal has repeatedly said that the party is weakening due to the opaque economic activities, flamboyant working style, and association with middlemen of the NCP leaders and cadres.
‘Conduct financial transactions transparently, do not acquire wealth through immoral activities, stand firmly against corruption,’ the new code of conduct states, ‘Do not do anything that is considered immoral in society. Stand against all types of violence and physical and mental exploitation.’ It is also mentioned that the economic and moral conduct of the party leaders and cadres should be pure. ‘Their diet, lifestyle, posture and lifestyle should be simple and ordinary,’ the code of conduct states.
The code of conduct states that they should behave with the public in a civilized, dignified, respectful and equal manner, not use obscene and abusive language, and not express or behave in a way that would offend the dignity and honor of any class, caste, community, gender, region, religion or culture. They are said to not discriminate on the basis of class, caste or gender, not behave in any way that is untouchable, believe in science and oppose superstition and orthodoxy.
The code prohibits immoral physical relations, which are considered cultural deviations. ‘Party leaders and workers should not do anything that is considered immoral in the eyes of society. Improper relations with other men or women and physical relations outside of marriage will be considered immoral conduct,’ the code states.
Leader Amik Sherchan, who worked as the head of the discipline department of the Maoists and the United People's Front for a long time, shares his experience that despite the code of conduct being formulated several times, it was not fully implemented. 'There is no consistency in words and deeds in the communist movement. There are also leaders and cadres who are aware of moral conduct,' he said, 'but people who do not follow communist discipline, engage in immoral acts and behaviors, and consider themselves revolutionary have weakened the Communist Party.'
He says that the recent movement, working style, and association of leaders who call themselves proletarians have been completely capitalist. 'A revolutionary movement cannot survive with such a trend. The main thing is to be financially transparent. We must remain at the level of the working class.'
After questions about financial transparency arose in the then Maoists, the Economic Discipline and Property Investigation Committee was formed in August 2069 under the coordination of Sherchan. 'I worked in the commission formed to investigate the property of party leaders. "I recommended action against some leaders," he added, "but the recommendation was not implemented." Sherchan had recommended making leaders' assets transparent, stopping their luxurious lifestyles, making levies and financial transactions transparent, and taking action against leaders who engaged in opaque financial activities.
