UML Chairman KP Sharma Oli called leaders of Bagmati Province to his residence in Gundu on Saturday evening and said that a conspiracy is being hatched to split the party. He urged the leaders to be alert, saying that the party could be split from within the party as well.
Vice-Chairman Bishnu Poudel and General Secretary Shankar Pokharel, among others, had said that there was a conspiracy to divide the party in demanding leadership reorganization. Oli is angry after Poudel and Pokharel, who had stood with him in the past, came out in favor of reorganization.
A leader who reached Oli's residence on Saturday had clearly stated that a conspiracy was being hatched to split the party from within and outside the party. 'The chairman said that demanding leadership reorganization now should be a justification. By demanding reorganization now, he is saying that Bishnu Poudel and Shankar Pokharel can play a role in splitting the party,' the leader said. Oli accused foreign forces of trying to weaken the UML and of such manipulations being carried out within the party.
There has been a stir in the UML ranks on Sunday after Poudel and Pokharel hinted at a possible party split. There are signs of an internal conflict escalating in the UML after Oli himself named two leaders and made 'serious allegations'.
While discussions were being held between Bagmati Province leaders and Oli in Gundu, Vice President Poudel made it public on Saturday evening that he would fulfill the responsibility of party reorganization. 'We will definitely be able to carry out an objective review of the general election-2082 as expected by the comrades and fulfill the responsibility of party reorganization in a way that restores the lost public opinion and prestige of the CPN (UML),' he wrote on his Facebook page.
Bagmati Province Committee Chairman Kailash Dhungel, who attended the meeting with Oli, informed that activities are being carried out to weaken the party. 'I came to leadership through methods and methods. Leadership is lost through methods and methods. The activities currently taking place are intended to weaken the party,' he said, quoting Oli's statement, 'No one should do activities that weaken the party.'
District in-charges, district presidents and secretaries, apart from Kathmandu, Latilpur and Bhaktapur, had reached Gundu to meet Oli. Earlier, he warned of action against those demanding a leadership change. Dissatisfaction has increased further after he warned of action against those demanding a leadership change. At a workshop held in Kathmandu on Jestha 20, he raised his voice on the issue of leadership reorganization and said that it would not be tolerated.
After Vice-Chairman Bishnu Poudel, Gokarna Bista, Raghu Pant, Prithvisubba Gurung, General Secretary Shankar Pokharel, Deputy General Secretary Yogesh Bhattarai and other leaders started discussions for leadership reorganization, Oli warned of action.
'If you violate the law, action will be taken according to the law,' he said, 'In such a situation, doing anything cannot be tolerated.' Running to sign, running to spread confusion, leaving the party's rules and regulations?,' he was angry, 'Such activities spread confusion.'
At a workshop organized by the Organization Department, Oli had tried to blunt the demand to leave the leadership by claiming that he would not leave.
'I was elected as the chairman from the general convention last December. If it is easy, I will eat the Prime Minister, if it is difficult, I will not throw my bag and run away. I was elected as the chairman to lead the struggle no matter what the situation may be. There may be suspicions - don't be suspicious that he will throw his bag in the middle and leave it stranded. If you have to take a break after leading the party to success, you will take it in a legal manner,' he had said.
Concluding that the reason for the UML's poor performance in the Falgun House of Representatives elections was Oli's unilateral decision-making style, leaders including the General Secretary and Vice President had urged him to open the way in a 'respectful' manner. But Oli flatly rejected it, the official said.
'Immediately after the election, General Secretary Pokharel had suggested to Chairman Oli that it would be better to respectfully step down, saying that the party and leadership needed to be restructured,' a leader close to Pokharel said. 'After that, Oli has tried to take a more lenient path. He has started warning that action will be taken against leaders who demand leadership restructuring.'
A task force has been formed under the leadership of Vice President Ram Bahadur Thapa to prepare a report on the reasons for the electoral defeat. The task force includes Vice Presidents Bishnu Poudel, Prithvi Subba Gurung, General Secretary Pokharel, Deputy Secretary General Lekhraj Bhatta, and Secretaries Chhabilal Bishwakarma, Padma Aryal and Bhanubhakta Dhakal. The task force includes provincial in-charges Sherdhan Rai, Leelanath Shrestha, Mahesh Basnet, Rajan Bhattarai, Khagaraj Bhattarai, Yamalal Kandel and Damodar Bhandari.
The task force is preparing to take suggestions from provincial, organization and body officials on the reasons for the party's election loss and party policy and leadership reorganization. A report will be prepared after gathering in all seven provinces from Jestha 30 to Ashad 19.
Oli had tried to convince the leaders and cadres who came to the Kathmandu gathering on Jestha 20 by meeting them separately at his residence Gundu and saying that it was not the time to reorganize the leadership. Oli wants to tailor the report prepared by the task force led by Vice President Thapa to suit him. A leader told that Oli wanted the leaders who came from the districts and provinces to report that the election was not lost because of the 'chairman'.
‘KP Oli wants to make a report that the entire party leadership is responsible for losing the election, not just because of himself.’ But task force coordinator Thapa, secretary Aryal and Dhakal seem to be in Oli’s favor,’ the leader said.
Leaders say that discontent within the party has increased after Oli threatened action on Jestha 20. ‘Oli tried to convince the leaders that he had no alternative by calling in goons.’ But the leaders were not convinced,’ the leader said.
Central member Khimlal Bhattarai said that Vice President Bishnu Poudel and General Secretary Shankar Pokharel are doing their homework to restructure the party’s policy and leadership. ‘Chairman Oli could not win over the hearts and minds at the Kathmandu gathering.’ Dissatisfaction has increased,' she said, 'Vice President Bishnu and General Secretary Pokharel have clearly stood in favor of party and leadership reorganization.'
Central member Rachna Khadka said that office bearers other than Chairman Oli felt that leadership should be handed over in a 'respectful' manner. She said that this realization in the leadership before the election was a basis for improving the election results.
'Looking at the message of the last secretariat meeting, office bearers other than the Chairman have felt it. The issue of reorganization has been raised because the party must win against Chairman Oli's arrogance,' she said, 'If the party is not formed now, then reorganization is the way to go. After one person sets fire to the party, it is the duty of others to put it out.'
Head of the Publicity Department Niraj Acharya said that the upcoming program will be made based on the suggestions received from the provinces and the report prepared by the task force on the election and the situation that arose afterwards. ‘The party will move forward based on the election results and suggestions on future policies and the report of the task force,’ he said.
The central committee meeting to be called after the report comes will discuss the leadership reorganization. Oli is not in favor of calling a special general convention immediately as the 11th general convention is in 2082 Poush. Oli has refused even though the majority of office bearers suggested that Oli ‘voluntarily leave the leadership and become a guardian.’
In the workshop on Jestha 20 and 22, Secretary General Pokharel had urged ‘to make suggestions without being influenced by the top’. Vice President Bishnu Poudel, hinting at Oli, had said that it should not be a military party, but unity in diversity.
‘The party should have unity in diversity. Not unity in uniformity. We should move forward guided in this way,’ he said, ‘Seeking unity in uniformity is also philosophically wrong.’ We can reach a common conclusion by discussing the different views of individuals,' he said.
In the workshop, General Secretary Pokharel had said that 'serious self-examination and a firm determination for transformation' were needed, calling it 'the basis for developing public relations and party transformation'. He had emphasized on the democratic values of party life. He had said that the committee system within the UML was weak, that democratic values should be followed in party life, and that a new basis and approach was needed to establish policies and leadership.
'The basis of transformation is strong relations with the people, democratic practices, and a struggling political culture. These objectives can be achieved only through institutional means, following unity, discipline, and a legal system,' he said. Pokharel's statements made it clear that he was in favor of restructuring party policies and leadership.
