The unity efforts in the Congress have been pushed into crisis due to accusations between the establishment and the opposition parties. As the 'ultimatum' given by the opposition parties to achieve unity by mid-Jeshma is about to expire, distrust has increased between President Gagan Thapa and opposition party leader Purna Bahadur Khadka.
Opposition leaders have put forward a plan to form an alternative party if unity is not achieved by mid-Jeshma. The opposition parties, which have already convened in four provinces, are holding gatherings in Madhesh and Koshi provinces next Saturday and Sunday. The date has not been fixed in Lumbini. According to opposition leaders, an 'alternative' path will be decided by holding a national gathering in the capital after all seven provinces are completed. According to leader Bimalendra Nidhi, there is an understanding among the opposition parties not to wait for unity after mid-Jeshma.
Former acting president Khadka complains that president Thapa is not serious about the unity efforts. He has said that he has not been able to contact president Thapa through any means since 22 Baisakh.
Writing a status on social media on Sunday, Khadka had mentioned that he had not been able to contact President Thapa for 31 days and that there had been no progress in party unity.
Former Acting President Khadka's statement that he had not been in contact with President Thapa for a month, Vice President Sharma's statement that he was surprised to hear such a statement when he was having phased dialogue with Thapa's advice Vice President Bishwaprakash Sharma has responded that he was 'surprised' by Khadka's statement. He also informed that a 7-point proposal was sent to Khadka on 16 Jestha from his own mobile for party unity. The 7-point proposal was prepared while sitting with President Thapa.
After a week without receiving a response to the 7-point proposal, Sharma said that he met Khadka at his residence in Gulfutar on 22 Jestha in consultation with Thapa. According to him, the conversation lasted for two and a half hours, Sharma informed that In the meantime, Sharma left after discussing the 7 points sent on WhatsApp and some additional issues raised by Khadka. The meeting of that day was concluded by further discussing them in their respective groups and then meeting again after two days.
Khadka said that the seven points prepared for consensus could not be disclosed right now. According to a leader, they include the number of nominations in the Central Working Committee, the General Convention Preparation Committee, active membership update, membership investigation, elections, participation in the Disciplinary Committee, and other issues.
After the meeting with Khadka, Vice President Sharma had discussed with President Thapa on 24 Jestha, according to which initiatives were being taken to reach a consensus this week. Khadka also had a conversation with the leaders of his group. According to some leaders close to him, former President Sher Bahadur Deuba, who is in Singapore, was also informed about this. The other party had been putting forward the unity model in consultation with Deuba.
Khadka's last meeting with President Thapa was on 22 Baisakh. On the same day as he met Khadka, Thapa also met another leader, Shekhar Koirala. Vice President Sharma says that the initiatives he is taking in favor of party unity are also being taken on Thapa's advice.
After the Supreme Court upheld the Election Commission's decision to recognize the special general convention on April 4, Thapa met Khadka on April 6 and started the unity initiative. That was when Thapa met Khadka for the first time after the special general convention. After that, 19 people from Khadka and Koirala's group were nominated as central members. Establishment-oriented leaders say that the atmosphere has deteriorated due to the ideas coming from Khadka while various models are being discussed for the management of leaders recently.
Khadka had mentioned on social media on Sunday that despite sincere efforts for unity for two months, there has been no significant progress. 'I have been worried about the rumors and developments that have been circulating about the party for the past few days, which are different from the truth,' he wrote.
Vice President Sharma said that they are continuing their efforts for unity. ‘They (Khadka faction) did not initiate unity. They did not come to Gagan Thapa and Bishwaprakash’s house, we are working from going to talk to them to sending proposals,’ he said, ‘This sudden response has surprised me.’
Non-party leader Nidhi said that the first condition is to retain those who were renewed until 10 Poush 2082 and give exemptions to those who came from other parties at that time. Secondly, he said that there is a matter of adjustment in the Central Working Committee of the Special General Convention and the 14th General Convention. The condition of the non-party is that whoever is in the position that is being adjusted during the adjustment, should be adjusted. After the 14th General Convention, 109 leaders who were in the Central Working Committee led by Sher Bahadur Deuba are now out.
Nidhi said that they are demanding that decisions related to the General Convention should be made only after the adjustment, and that the investigation, election and disciplinary committees, which are sensitive to the preparations for the General Convention, should be formed on the basis of consensus. ‘The 15th General Convention is a common agenda of both parties. The General Convention should be held with the participation and agreement of those who participated in the special general convention and those who did not. Only then will the problem be solved,’ he told Kantipur.
Nidhi also says that an agreement cannot be reached by sending a proposal on ‘WhatsApp’. ‘There is nothing fundamental in the seven points sent on WhatsApp. There is no question of membership,’ he said, ‘Will there be talks and dialogue through WhatsApp? Will the party be run?’
Shyam Ghimire, a leader close to Khadka, said that many things had been agreed upon in the meeting on 22 Baisakh, but the failure of President Thapa, who had left to come the next day and reach an agreement, has worried the other party. "The party president is positive to resolve everything during the talks, but after going out, we have felt distanced," he said. "This has increased our suspicions."
Former acting president Khadka has protested that pressure has been put on districts to update active membership. He has commented that this trend is very dangerous for the life of the party. On the other hand, Khadka's statement that all those who have not updated their membership but have renewed and acquired new memberships by last December 10 will be ensured to participate in the general convention has also irritated the establishment side. "It is our responsibility to ensure that everyone can automatically participate in the general convention, rest assured," Khadka had written on social media on Sunday. After Khadka's statement, cadres are more confused about whether they will be able to participate in the general convention if they do not update their membership.
General Secretary Gururaj Ghimire, on the other hand, says that members who do not update their membership will not be able to participate in the general convention process. "There is no doubt about it, those who have not updated their membership will not be able to participate in the general convention process," he said.
The Congress is scheduled to hold the 15th central general convention from August 16 to 19, starting with the ward convention on August 2. Since the active members will be lower-level voters, the dispute related to this should be resolved before the ward convention begins. The Thapa-led central working committee, which emerged from the special general convention held on August 27-30, had launched a campaign to update active membership since April 1. Its deadline is until June 28.
Leaders Khadka and Koirala have been taking a stand that "updating" should not be made mandatory for the general convention. This dispute regarding membership seems to be aimed at the fairness of the upcoming general convention. Other party leader Prakasharan Mahat says that the aim is to ensure a fair general convention for internal unity.
If the establishment party is not ready to accommodate the central working committee that came from the then and special general convention, he said that a separate organizing committee should be formed with the participation of both parties for the fairness of the general convention. ‘The main issue is to form a general convention organizing committee with the participation of both parties, a disciplinary committee, an active membership investigation committee and an election committee,’ he said. ‘If the leadership does not agree to this, the party is in a situation where further damage is expected.’
The establishment party is not ready for the demand for adjustment and forming a separate organizing committee. An official from the establishment party said that they are ready to bring to the central working committee those who are involved in cases, violate discipline and interfere in the elections. According to him, this would include about 90 people. ‘They took the stance that everyone should be kept, but nothing else,’ he said.
