The all-party meeting called by the ruling National Independent Party on Monday has ended without a conclusion. The meeting was called by RSP President Rabi Lamichhane to break the deadlock in parliament. Although discussions were held with opposition party leaders in the meeting to break the deadlock in parliament, no agreement could be reached. However, opposition party leaders have viewed the meeting as a positive initiative by the ruling party.
After returning from a five-day visit to India from 18-22 Jestha, Speaker Lamichhane had a conversation with Prime Minister Balendra Shah. After that, he took the initiative to remove the obstruction in Parliament. Opposition parties have been protesting in Parliament over the controversial statement made by Prime Minister Shah in Parliament on 17 Jestha regarding Nepal-India. Opposition parties have been insisting that the Prime Minister should come to Parliament and apologize and correct his statement.
RSVP Joint General Secretary Bipin Acharya, who participated in the all-party meeting, said that the all-party meeting was called after realizing the responsibility of the ruling party leaders. ‘The deadlock in Parliament must be ended somewhere. We have discussed this. Similarly, we informed the leaders of other parties about contemporary political issues and what happened after leading the party delegation at the invitation of the BJP,’ he said.
After returning from India, Lamichhane met Prime Minister Shah on Sunday. The two had a long discussion on current issues since their visit to India. After that, Lamichhane called an all-party meeting on Monday morning to end the impasse in parliament. This is the first all-party meeting since the Rashtriya Swayamsevak Sangh (RSS) emerged as the largest party in parliament after the February 21 election.
NCP MP Barshaman Pun said that the efforts made by Rashtriya Swayamsevak Sangh (RSS) President Lamichhane on behalf of the ruling party with other political parties were good. ‘There was a lack of dialogue between political parties, dialogue has begun,’ Pun said. He also said that President Lamichhane had put forward the option of the Foreign Minister responding to Parliament on behalf of the government to end the impasse in parliament. ‘We said that others cannot respond to mistakes made by the Prime Minister,’ Pun said.
After the Foreign Minister responded, the ruling party was ready to remove the phrase ‘Nepal has also encroached on India’s land in many places’ from the parliamentary record in the House of Representatives on 17 Jestha. However, a consensus could not be reached. UML Chief Whip Ain Bahadur Mahar said that in the all-party meeting, President Lamichhane informed about the visit to India and discussed various proposals on removing the obstructions in Parliament.
Joint General Secretary Acharya, who is also an RSP MP, said that the party president has called the all-party meeting to build cordial relations between the political parties of the country. ‘In parliamentary democratic practice, a party is sometimes the ruling party and sometimes the opposition. A party has its own principles, working style and objectives. But the goal should be to work in favor of the country and the people. Therefore, we have taken the initiative to move forward through dialogue between political parties, and the ruling party, which holds a two-thirds mandate, should initiate such things.' Acharya said that such all-party meetings will be held in the coming days to form a common opinion on issues related to the nation.
Political analyst Professor Krishna Pokharel said that the role played by Speaker Lamichhane in ending the bitterness seen in Parliament among political parties was in line with his responsibility. 'He tried to break the country's political deadlock by consulting the Prime Minister, by calling an all-party meeting. The efforts made by the RSVP President to break the country's political deadlock were good,' he said.
