The ruling National Independent Party has started its homework to select candidates and prepare local promises in accordance with the strategy of bringing strong public opinion in the upcoming provincial and local elections. The local level elections will be held in the last week of April 2007, followed by the provincial elections. Since the RSVP did not participate in the provincial and local elections in the 2006 elections, there are no public representatives there.
Since the RSVP does not have public representatives at the provincial and local levels, there are no members from this party in the National Assembly either. There is a constitutional provision that members of the National Assembly are elected by the people's representatives at the provincial and local levels. The RSVP has started its homework by forming a local election candidate selection framework and a candidate selection club editing committee under the coordination of Joint General Secretary Bipin Kumar Acharya on April 20. Spokesperson Manish Jha said that since the number of aspirants to run for the local level is large, candidates will be selected through the method and process.
Stating that the party is focused on the convention up to the ward level for the national convention to be held on 27, 28 and 29 Ashad, Jha said that as soon as the convention ends, preparations for the local elections will begin nationwide. ‘As soon as the convention ends, we will begin preparations for the local elections nationwide,’ he said, ‘Since the number of candidates is large, it is a challenge to select. But we will select candidates in all municipalities and wards by making methods and procedures.’
Due to the impact of the last House of Representatives election results, there has been a tendency for leaders/workers of other parties to enter the RSVP and try to become candidates in local and provincial elections. ‘We will have to manage our members to field candidates in the elections,’ said spokesperson Jha, ‘There is no need to bring in candidates from other parties.’ The RSVP has adopted a policy of fielding youth from all clusters. The RSVP is preparing to select youth as candidates in 753 municipalities. In the Falgun House of Representatives elections, the Rashtriya Swayamsevak Sangh (RSS) fielded 40 percent of its candidates under the age of 40 in 164 constituencies.
The old parties are busy preparing for the upcoming elections. The Congress led by Gagan Thapa had also prioritized youth and new candidates in the selection of candidates for the Falgun House of Representatives elections. In that election, the Congress fielded 64 percent of youth and new candidates. It is preparing to continue the same 'spirit' in the upcoming local and provincial elections. The Congress has launched a campaign to give priority to youth and new candidates in provincial and local elections.
The campaign that began with the renewal of the Congress membership has ended in all seven provinces. The Policy Research and Training Foundation, formed under the leadership of Congress Vice President Bishwaprakash Sharma, has interacted with local level people's representatives and sought suggestions regarding the upcoming elections. Congress President Thapa has directed the provincial and local level people's representatives to work in line with the concerns of the common people.
‘The provincial and local governments should bring policies, programs and budgets that will have a positive impact on the common people’, said Congress General Secretary Gururaj Ghimire, ‘There has been good interaction with MPs and local people’s representatives of all seven provinces targeting provincial and local elected officials. It has been said that an impact can be made only by working well at the provincial and local levels.’
In the training, leaders including President Gagan Thapa, Vice President Bishwaprakash Sharma and General Secretary Guru Baral had instructed the changed Congress to work in a way that would give confidence that the upcoming elections will be a test for the Congress and to change the country. The Congress came first in the 2079 elections by winning 329 municipalities. The Congress has adopted a policy of not forming an alliance with any party in the upcoming elections. The special general convention had passed a policy of not forming an alliance with any party in the elections. In the 2079 local and provincial elections, the Congress Maoists and the Unified Socialists formed an alliance.
The UML’s central secretariat meeting held two weeks ago has given instructions focusing on the local elections. UML, which has taken forward membership renewal through digital means, has divided the work of 'Mission Party Jagran' to central members in all 753 municipalities. 'The current government and the Election Commission are preparing to hold the provincial assembly and local level elections simultaneously. Due to the serious defeat suffered in the elections, a section of the party is disappointed and trying to flee,' the inter-party directive sent by UML to the lower committee states, 'It is necessary to improve this situation and awaken a message of hope in the party ranks. Since the party is in the review phase, the action plan for party reorganization and revival will be taken forward from the central committee meeting.'
UML Organization Department Head and Secretary Bhanubhakta Dhakal said that a workshop was held in Kathmandu to strengthen the organization and provide mobility. 'I am confident that this will give additional momentum to the party organization and will do well for the upcoming elections,' he said. Provincial and district in-charges, provincial committee or similar committee office bearers and office secretaries, district committee chairmen and heads of organization departments, people's organization central committee chairmen and heads of organization departments have been invited to the workshop. Dhakal said that future plans will be made for membership expansion, renewal process and organizational strengthening. In the 2079 election, UML came second after winning 206 municipalities.
The Nepali Communist Party, which is made up of the Maoists and the Unified Socialists, has given training to local level chiefs and deputy chiefs on 13 and 14 Jestha and instructed them to start preparing for the upcoming elections. The party has instructed them to pay attention to this when making the last year's programs, saying that only if the local governments won by the NCP do a good job can they win the hearts of voters in the upcoming elections.
The Labor Culture Party, which is in the House of Representatives for the first time, is preparing to field candidates in as many municipalities as possible. Party leader/MP Aren Rai said that the labor culture that has emerged from the east will nominate people who can do work related to labor. ‘We have already started preparing for the local and provincial elections,’ he said, ‘We will make candidates who do compulsory labor, are honest and have a good image.’
Chairman Hark Sampang has urged the local level candidates to send their names through social media. ‘The municipality should send the names of the candidates as they are. Don’t talk about holding elections,’ he said. RPP Chairman Rajendra Lingden and General Secretary Dhawal Shumsher Rana are embroiled in an internal dispute due to a conflict. Rana has announced his resignation from the party and the formation of a new party. For this reason, RPP leaders say that preparations for the upcoming elections have not begun.
Despite failing to win a single seat in the House of Representatives elections, JSP Nepal has launched a Madhesh-centric revival campaign. After the alliance between JSP and LOSPA (Democratic Socialist Party), it won 46 municipalities in the last local elections. JSP leader Prakash Adhikari said that after the alliance with LOSPA, he is working on expanding the organization. General Secretary Chandan Singh said that Janmat is continuing to expand its organization. He said that the central working committee meeting to be held on 24 Jestha will review the Falgun House of Representatives election and formulate a program for the provincial and local level elections. Janmat had won two municipalities in the 2079 election.
