Minister for Law, Justice and Parliamentary Affairs Sobita Gautam has said that access to justice for every citizen should be ensured to build a just society.
Addressing the 'Law Officers Conference' organized by the Ministry of Law in Lalitpur on Friday, Minister Gautam said that access to justice for citizens should be ensured. She said that if access to justice for citizens is ensured, the country's governance system will be revitalized. 'A just society makes a democratic governance system vibrant.' She said that access to justice for citizens should be ensured to build a just society. 'The government has also adopted policies to develop a justice system with compensation while ensuring equal access for all citizens, expand free legal aid for poor and helpless citizens, make the law formulation, amendment and implementation process fast, quality and result-oriented, make the prosecution system based on facts, technology and scientific research, and provide immediate relief, compensation and support to crime victims.'
Minister Gautam said that the ministry is responsible for creating a legal basis for the implementation of the government's policies. She opined that the new law officers should show readiness to fulfill that responsibility.
She requested the new officers to overcome all challenges and obstacles and work according to the wishes of the people. 'I have realized that the legal team's human resources with subject matter expertise, long experience and technical knowledge in lawmaking play a decisive role in important policy and legal matters of every ministry and agency,' Gautam said. 'They will do justice to such an important responsibility given by the state.' I believe that in the coming days, they will present themselves with more positive thinking, solution-oriented approach and as a servant of the citizens.'
Minister Gautam said that Nepal's economic resources are under pressure due to various regional conflicts and international complications, and that there are obstacles from various sides within the country as well.
‘But we have no choice but to develop the willpower and the ability to overcome all these challenges and obstacles,’ said Minister Gautam. ‘We do not have the option to shirk our responsibilities just because of some difficulties or minor complications. We should not forget the fact that all the countries known as more developed countries in the world have gone through similar situations at some point or the other and have reached that level through hard work, dedication to the nation and loyalty to responsibility.’
Minister Gautam said that law-making, which is a tool for the governance of the state, is a specialized task. ‘Democracy can be institutionalized only through the creation of good laws and their effective implementation,’ she said. ‘The need of the day is to make laws that are clear, simple, understandable and readable.’
The two-day conference began in Lalitpur on Friday and Saturday with the main slogan ‘Digital era-friendly law-making to ensure inclusive federal governance and access to justice.’
