Shram Sanskriti Party MPs used to go to the well carrying placards with various slogans written on them and get up from their chairs to protest in recent meetings of the House of Representatives. The Speaker has warned them as per the provisions of the rules, saying that this behavior is against the provisions of the rules.

'It is the duty of all members to maintain the dignity of the House of Representatives. I urge the members to maintain the dignity of the House as per clause (i) of Rule 20 of the House of Representatives Rules 2079. I also draw the attention of the members to the provisions of Rule 30 of the rules,' the Speaker said.

Rule 30 of the House of Representatives Rules provides that the Speaker can issue a warning to maintain order in the meeting. 'The Speaker may warn a member who behaves indecently in the meeting to control his behavior, and after receiving the warning, such a member will have to control his behavior immediately,' Rule 30 states.

Speaker Aryal warned the MPs including Chairman Rai of the Shram Sanskriti Party according to the same rule of the rules, saying, 'Since the honorable members of the Shram Sanskriti Party, including Honorable Member Harkaraj Rai, regularly display placards in Parliament and display indecent behavior, contrary to the dignity of the House, I warn the honorable members to correct their activities and behavior in accordance with Rule 30 of the House of Representatives Rules, 2079.'

After the Speaker's warning, Chairman Rai of the Shram Sanskriti Party had also demanded a ruling to summon the Prime Minister and ministers to Parliament. 'We have repeatedly raised questions. We want to ask the government ministers concerned about the people's questions, not our own personal questions. From the border to price control, what is the source of the money being returned to cooperative victims? Where are you returning from? We have tried to raise many questions on such important issues. We have tried to raise questions about squatters, but the ministers concerned are not coming to the House, they are not coming when presenting policies and programs, they are not coming during discussions, people who should come to answer do not come, other people are coming,' Rai demanded, 'This way, Sub-rule 2 of Rule 15 of our Rules does not seem to be implemented. That is why we have a strong demand, the government must be accountable to this Parliament. The government must be accountable to the people. We have come with the people's votes. This is the House where people's questions are asked, what does it mean when the government does not come to that House, when the government's representative does not come?'

Since there were also questions from his party's MPs, Chairman Rai demanded that the Speaker rule and call the Prime Minister and ministers. 'We should rule strictly here and take people from the government's side and hold a question-and-answer session here. We want to ask five-six questions. It is our obligation and duty to answer those questions to the people. We strongly object to the practice of running away from that duty. We feel that the government is not accountable to the House. Therefore, under parliamentary etiquette, all ministers, including the Prime Minister, are members of this House, Rai said.

MPs, including the chairman of the Shram Sanskriti Party, have been boycotting the Parliament session, saying that the government leadership and ministers have not come to Parliament.
