Congress MP Arjun Narsingh KC has said that limiting the discussion on the government's policies and programs to 6 hours is an insult to the parliament. In the discussion on policies and programs held in the House of Representatives on Thursday, he said that in the past, serious discussions on policies and programs used to take place for a minimum of three days to a week.
'The government's policies and programs have been discussed seriously for 3 days to a week before. Those who have submitted amendments have also put forward their points in different ways. The majority will eventually pass it. But the tradition so far was to discuss for a minimum of 3 days to a week... The voices of the MPs, regardless of their party, have been completely silenced and limited to 6 hours. I have taken this as an insult to parliamentary tradition, dignity and parliament,' KC said.
MP KC expressed dissatisfaction with the absence of Prime Minister Balendra Shah in the policy and program. KC stated that the basis for the operation of parliament is the Constitution, the House of Representatives Rules, past precedents and international parliamentary practices, and urged the ruling party MPs to also look at the parliamentary practices of Japan, Britain, Australia and India.
'Since the Prime Minister is the basis of policies and programs in every country, he must participate. There is a belief that he should be held accountable. Show me a single policy and program in Nepal that the Prime Minister has not been present in, and I will accept defeat with you. This is a matter of tradition, this is a matter of dignity,' he said.
