While the former President Sher Bahadur Deuba faction within the Congress is preparing for a parallel general convention, President Gagan Kumar Thapa has nominated 19 people to the Central Working Committee. The nominations include leaders from Deuba, Shekhar Koirala and Shashank Koirala factions.

Despite attempts to resolve the dispute within the party and bring all parties together, Purna Bahadur Khadka, who is leading the Deuba faction, and leader Shekhar Koirala himself have not yet been nominated. This has made it clear that the balance of power and division of power within the Congress has not yet been finalized.

President Thapa has nominated 19 people from among the general convention delegates as central members in accordance with Article 21, Clause 10 of the Congress Statute 2017 (with amendments). The nominations include 11 people from the Deuba faction, 7 people from the Shekhar faction and 1 person from the Shashank Koirala faction.

From the Deuba faction, Mahendra Yadav, Umesh Shrestha, Ramesh Rijal, Ajay Kumar Chaurasia, Laxmi Pariyar, Angelu Sherpa, Dinesh Kumar Yadav, Rajiv Dhungana, Sushila Mishra Bhatta, Nagina Yadav and Jeevan Rana have been nominated. Among them, Mahendra Yadav was the previous joint general secretary and Umesh Shrestha was the treasurer.

From the Shekhar faction, Jeevan Pariyar, Sujata Koirala, Dilendra Prasad Badu, Chandrakant Bhandari, Rajiv Koirala,  Govinda Raj Pokharel and Dinesh Koirala have been nominated. From the Shekhar faction, Jeevan Pariyar is the previous joint general secretary. 

From the Shashank Koirala faction, only Sita Thapaliya 'Urmila' has been nominated.

After the Supreme Court ruled to give legal recognition to the Central Working Committee led by Gagan Thapa, there was increased pressure within the party to stop parallel activities and move towards unity. After the court's verdict, Shekhar Koirala has publicly stood in favor of party unity. He is not participating in parallel activities. 

Koirala has been emphasizing the need to unite by including leaders including Purna Bahadur Khadka, who is leading the Deuba faction. Chairman Thapa had also wanted to nominate Koirala this time. According to an official, he was not nominated this time because he wanted to stay outside for some time to unite everyone. 

The then Deputy Chairman Dhanraj Gurung, Joint General Secretary Badri Pandey and other leaders of the Shekhar faction have also not been nominated. 

On the other hand, the leaders of the Deuba faction are still demanding that the management be carried out according to the model of the unity between the Nepali Congress and the then Nepali Congress (Democratic) in Asoj 2064. At the time of the unification, Girija Prasad Koirala was the President and Sher Bahadur Deuba was the Senior Leader. The central office bearers and members of both the parties were adjusted to their existing positions.

A 60-40 division was also made in fraternal organizations and various mechanisms. Later, that basis became the practice of institutional division within the Congress. Even now, the leaders of the Deuba faction have been insisting on unity in the package according to the same model. 

According to the leaders of the Deuba faction, since the problem cannot be solved by nominating only a few people, they are putting forward a demand to finalize the issues of party structure, departments, fraternal organizations and general convention management at once. Since the establishment party is not in favor of unity through institutional division, leaders of other parties have started parallel preparations for the upcoming 15th general convention. They are gathering in Koshi on Tuesday and Bagmati on Wednesday. After that, they have been saying that they will gather in other provinces and form a general convention organizing committee.
