Speaker DP Aryal has asked for an explanation for the second time to remove Secretary of the House of Representatives Harkaraj Rai from his post. Saying that the answer to the first explanation was not satisfactory, Speaker Aryal has asked for an explanation from Secretary Rai for the second time.
Speaker Aryal's chief personal secretary Muna Kunwar said on Tuesday that an explanation was asked for the second time. The Speaker is trying to remove Secretary Rai to bring in someone who is compatible with his way of working. Personal secretary Kunwar said, 'He is looking for someone who can move at his own pace. It seems that he is asking for an explanation because he does not get along (with Secretary Rai).'
Secretary Rai had asked for an explanation from Speaker Aryal, saying that the time allotted to lawmakers to speak in the House of Representatives was biased. Aryal had asked Rai for an explanation, saying that he did not coordinate with him for the work to be done as a secretary in the secretariat. Secretary Rai said that he has already answered the first explanation. 'I have given a principled answer to the questions asked by the Speaker,' said Secretary Rai.

'First, let him work after being satisfied with the answer given by Secretary Rai. Second, recommend to the President to remove Secretary Rai from his post, saying that the answer to the clarification was not satisfactory,' said the official.
The post of Secretary of the House of Representatives is constitutional. There is a constitutional provision for the President to appoint the Secretary of the House of Representatives on the recommendation of the Speaker. Secretary Rai was recommended to the President for appointment as Secretary by the then Speaker Devraj Ghimire. Before that, he was working in the secretariat of the then Minister for Physical Infrastructure and Transport Devendra Dahal.
