Now, mobile phones will not be allowed in parliament meetings. The draft of the House of Representatives' operating rules proposes to make stricter provisions regarding the use of mobile phones in parliament meetings.
A drafting committee was formed on 23 Chaitra under the leadership of Rashtriya Swayamsevak Sangh (RSS) MP Ganesh Parajuli. In the report prepared by the committee, Rule 20 for the operation of parliament meetings proposes 11 rules to be followed by lawmakers participating in the meeting. Sub-rule 'T' states that phones should be kept on silent in the meeting room, talking on the phone, taking photos, and recording audio and video are prohibited. It also states that when the Speaker enters the meeting room, everyone should stand up and show respect, the Speaker should show respect for the meeting and take his seat.
Similarly, it states that members should leave the meeting room only after the meeting is adjourned and the Speaker leaves the meeting, members participating in the meeting should address the Speaker when speaking, and they should speak standing in the designated place unless the Speaker orders otherwise.
It is mentioned that no member should leave the seat while the Speaker is addressing the meeting and that they should listen carefully to what the Speaker is saying and should not walk between the Speaker's seat and the member who is speaking. It is mentioned that no one should sit or stand with their backs to the Speaker's seat and that no member should do anything that would disturb or disrupt the dignity of the meeting or create disorder while the member is speaking.
The proposed draft mentions that no books, newspapers or other documents on any subject other than those directly related to the work of the meeting should be read.
