The government has made public the national commitment on governance reform on Tuesday on the occasion of the New Year. The government has prepared the national commitment by incorporating the manifestos, pledges and commitments of the six nationally recognized political parties in the elections.
Point No. 14 of the commitment includes international diplomacy and foreign relations. There, it is said that a 'balanced and dynamic diplomacy' will be adopted to turn the changing global geopolitics and the rise of neighboring powers into an opportunity for Nepal's development, keeping Nepal's sovereignty, geographical integrity and national interest paramount.
The commitment brought by the government states that Nepal will be transformed from a 'buffer state' to a 'vibrant bridge', keeping national interest paramount. The government has put forward a foreign policy to establish Nepal on the world stage as an independent, neutral and non-aligned nation based on world peace by ensuring national interests through tripartite economic partnership and connectivity.
The government has said that it will adopt a policy of equal distance and closeness with all, recognizing that any military alliance, arms race and war hinder peace. It has been stated that the concept of 'Nepal First: Nepali First' will be at the center of diplomacy. It has been said that programs such as the Sagarmatha Dialogue will be continued in addition to promoting economic diplomacy. The then Prime Minister KP Sharma Oli initiated the Sagarmatha Dialogue.
It is mentioned that the government will have a policy to raise the voice of climate change, Himalayan conservation, mountain issues and the common interests of landlocked countries in a strong manner on the international stage. Similarly, it is stated in the commitment to coordinate with the international community for the rights, security and social security of Nepali workers employed abroad.
It has been said that a scientific 'performance audit' system will be launched to measure the work of Nepal's diplomatic missions, their effectiveness and results. The government has also sought suggestions from political parties on the national commitment prepared. There has been a long-standing debate on the need to maintain common understanding and uniformity among parties in foreign policy and diplomatic practice.
It is mentioned that constitutional and legal arrangements will be made to ensure the continuity of citizenship, ancestral property and voting rights of non-resident Nepalis. The government has set a goal of concluding bilateral agreements with countries with large Nepali populations to end the double taxation system to encourage investment by Nepalis living abroad.
It is proposed to bring a package for the first generation diaspora to return to their homeland after retirement. It is said that the knowledge, skills and experience of Nepalis living abroad will be used as brain gain by advancing the 'once a Nepali, always a Nepali' concept.
Preparations are being made by the thematic ministries and agencies to include the issues mentioned in the commitment in their annual programs and budgets for the implementation of the issues. The Office of the Prime Minister and Council of Ministers will monitor this.
