After the parallel activities did not stop despite warnings from the Congress Central Disciplinary Committee, the establishment side has started preparations to take action against former acting president Purna Bahadur Khadka. A meeting of the disciplinary committee has been called for Wednesday for that. An informal meeting of office bearers including president Gagan Thapa is also being held on Tuesday before the disciplinary committee meeting.
Khadka, using his position as acting president, released a two-page statement on Monday regarding the renewal of active membership. After Khadka issued a statement using the party's letterhead, protesting the cancellation of old active memberships and the renewal of new ones, the establishment party has reached a state of mind to take action against him.
'In the non-partisan autocratic Panchayat system, the party membership taken with life in the palm of its hand when the Congress Party was banned cannot be revoked by any leader through passion, excitement or a speech in a fit of rage,' Khadka said, 'This membership is not related to the victory or defeat of any leader.' It is a historical fact linked to the fight for Nepal's national independence, sovereignty, democracy and civil freedom, the contribution of the warriors and the respect for the martyred families who received martyrdom.'

The renewal of memberships that have been renewed earlier is also being done. General Secretary Gururaj Ghimire said that since there is a plan to select candidates at all levels of the party from active members in the future, the party is also planning to organize membership by making identity cards.
But he said that the old renewal will not be revoked. ‘We are not trying to cancel the membership,’ said Ghimire, ‘In the election, the party candidates received fewer votes than the number of active members in at least one and a half dozen constituencies, so we will update how many active members are there and how many are not. The membership of those who have not updated will not remain active, but their details will remain on record.’ Stating that the party is serious about Khadka’s parallel activities, he indicated that disciplinary action may be taken against him.
Khadka had called parallel meetings on 24 and 25 Chaitra in the name of ‘Central Working Committee’. However, after the leader Shekhar Koirala faction objected, it was converted into a gathering without being converted into a formal meeting. Before that, Khadka had issued a statement in his capacity as acting president protesting the arrest of former Prime Minister and UML Chairman KP Sharma Oli and party leader and former minister Ramesh Lekhak. The Central Disciplinary Committee meeting had even warned Khadka about it. The disciplinary committee decision stated that ‘it is wrong to issue an unauthorized statement on Chaitra 14, 2082, using a fake letterhead of the Congress and stating that he is in charge of the party, which he does not have.’
As a similar incident repeated on Monday, an official said that a conclusion will be reached on whether to take disciplinary action or not from an informal meeting of the officials to be held on Tuesday. Preparations are underway to take a decision on this from the disciplinary committee meeting before the Central Working Committee meeting. General Secretary Ghimire said that the issue of discipline and the selection of the parliamentary party leader will be discussed in the Central Working Committee meeting. The election process for the parliamentary party leader will begin from Wednesday.
No more concessions can be given to the party’s dignity, tradition and activities that are against discipline: Gururaj Ghimire, Congress General Secretary Regarding Khadka’s parallel activities not being stopped despite the disciplinary committee’s warning, Ghimire said, ‘There is a discussion among the top levels of the party on this issue. That will decide a view.’ We can no longer give much leeway to activities that are against the party's dignity, tradition, and discipline. We must reach a conclusion sooner or later. The court process of the party's legitimacy and legality is a matter of tomorrow. Today, it is a matter that has already been given legitimacy by the constitutional body. We did not run to Sanepa and take charge of the party ourselves. We took charge on the basis of legality. How can we be democratic if we cannot accept this issue? How can we advocate for methods and procedures?'
He said that it is not within the party's dignity and discipline to challenge the legitimacy given by the constitutional body before the court decision comes. Former President Sher Bahadur Deuba and the then Acting President Khadka have filed a writ in the Supreme Court against the Election Commission's decision on Magh 2 to recognize the new Central Working Committee that emerged from the second special general convention held at Bhrikutimandap from last Poush 27-30. The matter is pending in court. Ghimire said that the new working committee is busy preparing for the 15th general convention as the decision of the Election Commission remains valid until the court's decision comes.
Khadka has also objected to the preparations for the general convention being made before the court's decision on its legitimacy. "It is objectionable and serious that the Central Working Committee formed by the so-called special general convention, in a public speech, announced the cancellation of the active membership renewal and distribution made in accordance with the statute for the 15th general convention of the Nepali Congress," Khadka said.
