The first meeting of the task force to prepare the constitutional amendment debate paper has been concluded. The task force meeting held at the Office of the Prime Minister and Council of Ministers today has taken various decisions.
The meeting chaired by Prime Minister Balendra Shah's political advisor and task force coordinator Asim Shah has given the responsibility of collecting written opinions of political parties, identifying issues of constitutional amendment and preparing and presenting the task force's upcoming action plan to Member Secretary (Joint Secretary to the Prime Minister and Council of Ministers) Liladhar Subedi.
In the meeting, Coordinator Shah informed that he aims to take forward the issues related to constitutional amendment in a comprehensive manner. He said that the constitutional amendment process will be based on national consensus, participation and facts. Stating that Article 274 of the Constitution of Nepal makes clear provisions regarding amendment, he clarified that the constitution cannot be amended in a way that is contrary to sovereignty, geographical integrity, independence and the sovereignty vested in the people.
Shah reminded that it was decided to prepare a discussion paper to build a national consensus on the issue of constitutional amendment under the 100-point agenda on governance reforms approved by the Council of Ministers on Chaitra 13 meeting. According to him, the participation of all political parties has been ensured to advance the constitutional amendment theoretically and practically.
He said that issues such as the electoral system, directly elected executive, full proportional representation, the system where MPs are not ministers, non-partisan local governments and reform of the provincial structure will be discussed extensively. On behalf of the Prime Minister, he assured all political parties and citizens that the government would move forward on the basis of consensus by communicating with all parties.
