UML MPs in the House of Representatives have been aggressive towards the government's activities. Mainly over the arrest of their chairman and former Prime Minister KP Sharma Oli, opposition party UML MPs have been criticizing the government in every meeting of the House of Representatives. UML MPs have been demanding that Oli be released immediately as he was arrested illegally.
In the first meeting of the House of Representatives, whether it was during 'emergency time' or the 'zero time' allotted to MPs to raise constituency issues, UML MPs have been demanding that Chairman Oli's arrest be against the law and that he be released without retaliation.
UML Chairman Oli and Congress leader and former Home Minister Lekhak were arrested by the police from Bhaktapur on the morning of 14 Chaitra. Oli and Lekhak were arrested the day after Balendra Shah and Sudhan Gurung were sworn in as Prime Minister and Home Minister, respectively, on the basis of the recommendation of the inquiry commission for action and the allegations that they had instructed the police to use force in the Gen-G movement on 23 Bhadra. The police arrested Oli and Lekhak on criminal charges based on the report of the Gauri Bahadur Karki-led commission formed to investigate the incidents of 23 and 24 Bhadra.
The main opposition Nepali Congress, on the other hand, has not opposed the arrest of Oli and Lekhak in recent times, despite saying that the culprits of the incidents of 23 and 24 Bhadra should be identified and action taken, and that action should not be taken on a selective basis.
The UML had been aggressively opposing the arrest of Oli and Lekhak since the first meeting of the House of Representatives. On 19 Chaitra, the UML MPs stood up from their seats by banging their tables before it was announced that the first meeting of the first session of the House of Representatives would begin. Arjun Narsingh KC, the senior member of the House of Representatives, who is in the Speaker's seat, had not even read the letter from President Ram Chandra Poudel calling for the session, and had given time because he could not withstand the pressure from UML MPs. Before the letter sent by the President calling for the session was read in the House, it was recorded that UML Chairman and former Prime Minister Oli and Congress leader and former Home Minister Lekh were facing political revenge from the new government.
Guru Baral, who is also the Vice President of UML, said that the UML Chairman Oli and Congress leader Lekh were imprisoned by the Rashtriya Swayamsevak Sangh (RSS)-led government in retaliation. Alleging that activities are being carried out against the constitution, Baral said, 'Former Prime Minister Oli and former Home Minister Lekh have been imprisoned by misusing criminal procedure. This is a matter of serious objection.' Baral said that the government had 'brutalized' the peaceful protests against their arrests. Stating that he expected the country to run according to the constitution, Baral had demanded the release of Oli and Lekhak.
Parliamentary party leader Ram Bahadur Thapa, who spoke on behalf of the UML in the first meeting of the House of Representatives, made serious comments on the incidents that took place in the Gen-G movement on Bhadra 23 and 24. 'The Color Revolution was successfully completed in Nepal on Bhadra 23 and 24 in an illegal manner under the undeclared leadership of the Rashtriya Swayamsevak Sangh (RSS). The Blue Revolution was given legitimacy through the general election on Falgun 21. On Chaitra 13, Mr. Balendra Shah was sworn in as Prime Minister with a grand religious ceremony,' Thapa said.
He added, 'Who played a decisive role internally in this unprecedented victory? The facts make it clear that mainly the Nepali Army, bureaucracy, Sushila government, Karki Commission, Barbara Foundation NGO etc. played a decisive role in this victory.' He also congratulated the organizations and individuals who brought the Rashtriya Swayamsevak Sangh (RSS) to power on behalf of the UML. Regarding the arrest of Oli and the writer, he asked, 'For what purpose were the former Prime Minister and former Home Minister illegally arrested? For what purpose is a conspiracy being hatched to arrest political leaders? For what purpose is a cycle of repression and state terror being created nationwide?'
After the statement of the parliamentary party leader Thapa, there was a stir not only in the state machinery but also within the UML. The statement was corrected by the UML secretariat meeting.
Thapa also said that the right of students to organize is being violated. Thapa's statement was in opposition to the agenda of removing the structure of party student organizations from schools/universities within 60 days and developing a student council and voice of student mechanism within 90 days, as mentioned in the '100 Agenda' brought by the first meeting of the Council of Ministers led by Balendra Shah.
In the meeting of the House of Representatives on 23 Chaitra, UML MP Ain Singh Mahar drew the government's attention to withdraw the decision, saying that there are student organizations in countries including China, India, America, and Britain.
UML MP Kulbhakta Shakya also expressed his opinion against the arrest of party chairman Oli. In today's meeting of the House of Representatives, he said, 'The government is illegally and unjustly arresting Chairman KP Sharma Oli and former Home Minister Ramesh Lekhak.' I protest against the vindictive arrest and draw attention to his immediate release.'
UML MP Ganesh Singh Thagunna said that Chairman Oli was arrested without an investigation into the incidents that took place during the Gen-G movement. He said, 'I demand from the government to conduct a comprehensive investigation into the incidents of Bhadra 23 and 24 and immediately dismiss the cases filed against UML Chairman Oli on the basis of political retaliation against the basic principles of criminal law.'
UML Vice President Guru Baral alleged in the House of Representatives meeting on Tuesday that the constitution and the rule of law are being violated across the country. 'I request for instructions to establish the fundamental rights of citizens as guaranteed by the constitution.' Regarding the incidents of Bhadra 23 and 24, a separate task force has been formed to study the security agencies at three levels, a second precedent in the case of public servants, and a third precedent in the case of former Prime Minister and Home Minister Oli and the writer,' Baral said, 'These cases are worth dismissing.'
UML MP Bishnumaya BK criticized the harassment being done on social media against those opposing the arrest of Oli and the writer. She demanded their immediate release as Oli and the writer are out of power and will not destroy evidence or run away. 'There is no basis for them to run away or destroy evidence. They are not in power. Therefore, there is no need to arrest them. They should be released immediately and investigated. They should be released immediately, unconditionally,' she said.
UML MP Gangadevi Shrestha also protested against Oli's arrest and demanded his release. UML MP Kriparam Rana, who was also the chairman of the Karki Commission, said that the Karki Commission report was biased and vindictive and demanded Oli's immediate release on the basis of the report. He demanded an investigation into the facts and circumstances of the incidents of Bhadra 23 and 24.
Congress MPs, on the other hand, did not seem to have spoken much about the arrest of UML Chairman Oli and its leader Lekhak in the recent meetings of the House of Representatives. In the first meeting, Congress MP Bhishma Raj Angdembe had said that further investigation into Bhadra 23 and 24 was needed. 'No one will see the repression of Bhadra 23, see the destruction of Bhadra 24. No one will see Bhadra 24,' he said, 'The commission recommended investigation and action on Bhadra 23 but said that Bhadra 24 was not carried out. It cannot be said that it was not intentional by the members of the commission.' Demanding the Karki Commission report to be made public, he had said, 'Will this government make it public or will the government also read Gorkhapatra?' He said that the Congress is firm in its belief that no guilty person should escape and no innocent person should be imprisoned.
Since then, although Congress leaders including Arjun Narsingh KC have expressed their views in the House of Representatives meeting, they have not pressured the government through parliament to release the writer immediately. They have raised the issue of parliamentary system, democracy and their constituency.
Opposition party NCP lawmakers have also urged the RSVP leadership to work as per the commitments made to the people. NCP lawmaker Barshaman Pun had expressed his commitment to support the party in fulfilling the obligations of the movement for change in the parliament itself.
NCP lawmaker Yubaraj Dulal said, 'The government should read the constitution and resolve to build a socialist-oriented state system as per the constitution, the government should focus on that. The government should take action but not waste time by doing stunts. If we waste the state's time on trials and stunts, we will not be able to address the feelings of the youth again.''
The Kathmandu District Court has extended the detention of Oli and the writer for a third time on 21 Chaitra for 5 days. The Supreme Court has ordered the police to complete the investigation within that time. According to the order given by the bench of Supreme Court Justices Binod Sharma and Sunil Kumar Pokharel on Monday, Oli and the writer are likely to be released from custody by 26 Chaitra.
