Sandeep Rana, a member of the House of Representatives elected from Palpa Constituency No. 1, has presented a 31-point demand to Prime Minister Balendra Shah. In a discussion with the lawmakers of Lumbini Province, Rana said that he has submitted a plan covering the entire Lumbini Province. He said that he has submitted a plan on the entire province and Palpa's regional issues. 

Rana has demanded that the center allocate the necessary budget for the completion of the road, even though the road connecting Palpa's Rampur-Aryabhanjyang to Kapurkot via Palpa, Arghakhanchi, Pyuthan, and Rolpa is included in the Lumbini Province Government's Gaurav Plan. Considering the potential of natural and cultural tourism in Nisdi Rural Municipality-3, Jhirubas Kauledanda, the road connecting Rampur via Arunkhola-Jaluke-Mityal-Dhunganabensi-Beldanda has been upgraded and blacktopped, demanding the necessary budget allocation. 

MP Rana has presented a plan to develop the Kaligandaki Corridor Highway connecting India and China as the main commercial highway for mutual trade with India and China and to quickly complete the incomplete road section for Nepal to take advantage of transit. He has presented a plan to request that the Siddhartha Highway be developed as a cultural pride tourism ring road connecting Bansatari-Madiphant-Jhadewa-Rahwas-Takatung-Jalpa-Purvakhola-Jamire-Mityal-Sahalkot-Bankamlang to the Kaligandaki Corridor be included in the study and observation policy.

He said that the study and observation policy should prioritize the upgrading of the road connecting Jhyalbas via Keladi-Panthe-Sahalkot under the Kaligandaki Corridor, and that the necessary budget should be allocated for the upgrading of the road connecting to the Kaligandaki Corridor via Tahun-Ombhanjyang-Foxingkot-Ranibas.

He urged the allocation of sufficient and assured budget for the construction and upgrading of the Madi Ring Road, and the necessary budget and program should be included for the construction and upgrading of the Angahakhola-Chidiyapani Phedi-Khare to Jhadewa-Dumkibas road section.

Since Palpa's drinking water projects are still incomplete, adequate budget allocation and effective implementation arrangements should be made for the timely completion of such projects, and special programs and budget arrangements should be made for the construction of necessary religious and tourist infrastructure for the proper development, protection and management of the Rambhadevi area, said Rana. He said that he has requested for the establishment of a Kaligandaki Civilization Study and Research Institute to promote the Kaligandaki civilization mentioned in the Vedic texts and the allocation of adequate policies and budget for the concept of making a 'Vedic Smart City' to develop the Kaligandaki Valley region as a Vedic cultural tourism area.

He said that he has demanded a plan to implement a policy of mandatorily connecting small community electricity systems to the central transmission line and providing adequate electricity supply to every house, and to develop the Rampur Hospital, which is providing treatment services to Palpa-Syangja-Tanahun-Nawalpur and the entire Kaligandaki population, as a trauma center. He said that budget should be allocated for the expansion of services with specialist doctors, sufficient skilled manpower and infrastructure, and that specialist doctors should be made mandatory in newly built municipal-level hospitals in the municipality. 

The necessary policy and management should be made to implement practical education with soil-friendly culture in schools, and the special budget should be allocated to enhance the quality of education by enabling the community multi-campuses opened for higher education in rural areas to produce practical and effective skilled manpower. 

He has demanded that agricultural crops be promoted and managed by promoting indigenous crop conservation, implementing the 'One Ward, One Agricultural Crop Production Policy' based on soil testing, and making a policy to promote and rehabilitate industries with labor and social respect for communities considered backward by promoting traditional small-scale industries. He said that he had demanded a plan in his discussion with Prime Minister Shah to allocate an incentive budget for the restoration of the agricultural tool-making industry, the daily-use utensils-making industry, the clay, wood, and bamboo daily-use utensils-producing industry, the Palpali Dhaka industry, and the Palpali Karuwa industry. He said that he had requested the necessary budget to be allocated for the restoration of the Bhagwati Temple in Tansen and the Bhagwati Jatra as a national festival and a public holiday in the national calendar, and to establish a conservation center for the endangered hilly Kathe cow, whose milk, curd, ghee, and cow urine have medicinal properties.

Rana has demanded that the Bhairahawa International Airport be operated systematically as soon as possible, the Lumbini Development Zone be implemented as soon as possible according to the master plan, the Koilabas checkpoint be re-operated and the Shahid Marg, which reaches Dolpa via Koilabas-Bhaluwang-Pyuthan-East Rukum, be upgraded and blacktopped. 

Rana also demands that the development of dry ports at Sunauli and Rupaidiya checkpoints be prioritized and necessary security be maintained in the movement of passengers, and that the land of the residents of the border areas be ensured easy access to banks and financial transactions. He said that he has demanded that Prime Minister Shah be given priority to establish an agricultural fertilizer factory, which is much needed in Lumbini Province, by giving shape to the special economic zone in Bhairahawa. 

He said that the Bhairahawa-Butwal region of Rupandehi should be developed as a major commercial city of Nepal, that the Pyuthan-Swargadwari, Arghakhanchi-Chhatradev, Palpa-Bhairavasthan, and Gulmi-Ridi confluences should be connected to the international border with easy road access and employment should be created through cultural tourism, and that cultural relations should be established between Ayodhya and the Shringi Tapo site Resunga in Gulmi to promote foreign tourists. 

He said that priority should be given to developing Lumbini Buddhist University as a center for Buddhist scholars from all over the world by giving it international quality recognition, and that he urged the Nepal Sanskrit University in Dang to be developed into an international-level Sanskrit university by organizing it.

The Sikta Irrigation Project should be completed as soon as possible in Banke, and that the Sushil Koirala Charitable Cancer Hospital in Banke should be developed as a well-equipped hospital with sufficient skilled manpower and complete infrastructure are all part of Rana's 31-point plan.
