Rastriya Swatantra Party (RSWP) Deputy Chairman Dor Prasad Aryal (DP) has been elected Speaker unopposed.
It was announced on Sunday that he was elected Speaker unopposed after the Nepali Congress, CPN-UML, Nepali Communist Party and other parties did not field candidates.
Once the parliament elected after the elections elects the Speaker, the next agenda item will be the election of the Deputy Speaker. After the largest party takes the Speaker, another party will now get the Deputy Speaker.
Due to the constitutional provision that a single party cannot hold both the posts of Speaker and Deputy Speaker, now any party other than the RSWP will get the Deputy Speaker.
The main opposition Nepali Congress has staked its claim to the Deputy Speaker. Congress spokesperson Devraj Chalise claimed that after the RSWP took the Speaker as the largest party, the Congress should get the Deputy Speaker as the opposition in the House of Representatives and the first in the National Assembly.
‘It is a matter of tradition and culture rather than asking and receiving. It is a matter of what kind of practice to be followed in the operation of the other house,’ he said, ‘We have prioritized cooperation and consensus. Giving the deputy speaker to the main opposition party in the House of Representatives also develops parliamentary culture and tradition.’
The parties have shown interest in this position as the deputy speaker is also in the Constitutional Council, which recommends appointments to constitutional bodies.
The Constitutional Council, chaired by the Prime Minister, consists of the Chief Justice, Speaker, Deputy Speaker, National Assembly Speaker and the leader of the opposition party.
