In 2081 Poush, the then Maoists had instructed all 250 central members to submit their mandatory asset details to the central office by Falgun. The leaders ignored this decision of the central committee by not submitting their asset details within the stipulated time.
The Maoists had adopted a policy of launching a purge campaign, saying that the ‘unnaturally extravagant lifestyle’ of Maoist leaders and cadres was visible. However, the ‘purification’ policy was stalled as the leaders and cadres did not support the party’s decision. Even by Kartik 2082, all central members did not submit their asset details. After the merger between the Maoists and the CPN-Unified Socialist Party in the third week of Kartik 2082, this issue has ceased to arise.
‘Before the party merger, the leaders had been submitting their asset details.’ The details of half of the central members must have come. After the merger, the size of the central committee became much larger. The collection of asset details has now been postponed,' said Ganeshman Pun, Chief Secretary of the Central Office of the NCP. 'At that time, it was decided that the leaders would submit their asset details as per the decision to purge the party.'
NCP Coordinator Pushpa Kamal Dahal had said in the central committee meeting of Bhadra 082 that the asset details of all leaders would be collected and made public. 'The party should form a property investigation commission and make the assets of all leaders public,' Dahal had said.
Recently, the newly formed government has initiated an investigation into money laundering charges against leaders including NCP Coordinator Pushpa Kamal Dahal. Dahal has also reacted to the fact that the Money Laundering Investigation Department, with the help of the Central Investigation Bureau (CIB) of the Nepal Police, has started an investigation into the money laundering of Dahal, UML Chairman KP Sharma Oli and former Congress President Sher Bahadur Deuba.
NCP Coordinator Dahal had also announced in the then parliament that he would initiate a property investigation himself. Similarly, on Sunday at the party's central office in Parisdanda, he had said that the issue of investigating the assets of people in public positions was an issue that he had raised from the beginning. 'That is what we said. I have already said it in Parliament. Let everyone be investigated,' he told reporters.
The unity agreement between the Maoists and the Unified Socialists in Kartik also mentions that they will take the initiative to investigate the assets. 'To end corruption, irregularities and delay and to continuously take initiatives for good governance, transparency, social justice and the prosperity of the country,' the agreement states, 'By forming a high-level property investigation commission with full authority, effective initiatives will be taken to investigate the assets of all people who have held public positions so far and take strict action against the corrupt.'
Dahal was ousted from the post of Prime Minister after the coalition government was formed between the Nepali Congress and the UML in Asad 2081. He claimed that the government led by him was toppled because he took steps related to good governance.
In the central committee meeting of 2081 Poush, the instructions were given to submit the asset details within 2 months. In the political report presented at that meeting, the proposal was made to submit the asset details by Falgun 1 and the Accounts Commission to monitor it. The Maoists had instructed to submit the updated details of the family's income to the party central office.
Currently, the NCP has 2,500 members of the General Conference Organizing Committee. The Jumbo Central Committee meeting has not been held, and the issue of financial transparency in the party has been neglected.
After the Maoists came to power several times after 2064, questions have been raised that the lifestyle of leaders and cadres has become opaque and flamboyant. It had decided to investigate the assets of leaders saying that it would rebuild the Maoists.
The issue of financial transparency of leaders was also raised in the political report of the Maoists presented at the 2078 general conference. After that, although this issue has been raised in every meeting, it has not been implemented in practice.
‘The party’s cultural level and identity are expressed in the daily conduct of party leaders and cadres, contact relationships, lifestyle, entertainment, sexual life, economic and family relations, knowledge of science, class consciousness, labor production, study and research, relations between leaders, cadres and the people, personal, collective and public life, etc.,’ the report said, ‘Today, the people do not see much difference between our party and other parties. Commissions, corruption, sexual immorality, individualism, attachment to position and money are increasing. If this situation cannot be changed, it is not possible to move forward on the journey of socialism with a revolutionary party and advanced culture.’
At that time, the Maoists decided to take various initiatives to implement the issue of cultural transformation through serious debates and discussions at the levels of ideology, politics, organization and conduct, but it seems to be stagnant.
