Nepal Students' Union has proposed to separate from the fraternal organization of the Congress. Spokesperson Suraj Sejuwal said that the central senate meeting of the union held at the Tribhuvan University Memorial Hall last Thursday decided to make the proposal.

The constitution of the Congress states that the Nepal Students' Union will remain as a fraternal organization. The Nepal Students' Union, making public the decision of the meeting, stated that it has decided to propose to the Maoist Party Congress to implement the automatic convention system by institutionally reforming and restructuring the organization and ensuring functional autonomy.

‘The Nepali Students’ Union, which was established with the aim of institutionalizing the demands and issues of students and played the role of a conduit for various political changes in the country, is today under the control of the party line, and the student organizations, which are fraternal organizations, are being limited to party control,’ the decision taken by the Nepali Students’ Union said. ‘In order to respect the historical contribution and social role of the student movement, the Senate meeting decided to propose to the parent party, the Congress, to make necessary amendments to the Congress statute to adopt an automatic convention system, ensuring the functional autonomy of the organization.’

The Nepali Students’ Union has also set the date for the 12th central convention on April 21 and 22. A framework for partnership with functional autonomy between the Congress and the Nepali Students’ Union has also been proposed. In which it is mentioned that the Nepali Sangh will be an organization based on partnership rather than motherhood and brotherhood.

‘The association aims to maintain a balance of independence and autonomy while cooperating with the party. In addition, the proposal states that the Nepali Sangh will be free from traditional political practices or party pressure, with the aim of ensuring complete autonomy in leadership, decision-making process, statute and daily activities.’

It is mentioned that there will be no direct interference from the party in the Nepali Sangh. It is said that a coordinated partnership relationship will be maintained between the Nepali Sangh and the Congress Party. The proposal states that the Nepali Sangh will cooperate in the guiding principles, policies, programs and strategies of the Congress, but the party will not interfere in the selection or dissolution of the leadership.

It is proposed that the Nepali Sangh will be a representative of the Congress General Convention, Mahasamiti, Central Committee and Federal Parliament. It is said that the Congress President will be the honorary patron of the Nepali Sangh. However, it is proposed that the President will not be involved in the formation of the Central Committee, appointment of the President, office bearers, members, expansion or dissolution of the Working Committee.

The Congress had assigned Dujang Sherpa the responsibility of holding a general convention in the Nepali Congress. But the working committee including him has been failing to hold a general convention.
