In the Congress Central Working Committee meeting, Vice President Bishwaprakash Sharma has proposed to reject the resignation of President Gagan Thapa. All the central members who spoke in the meeting in Thapa's absence voted to reject the resignation.
According to party spokesperson Devraj Chalise, Vice President Sharma has submitted two proposals to the meeting: an initial review of the election and rejecting the resignation of the president. 'On the first day, Friday, 24 leaders expressed their views on the resignation of the party president in the meeting. The leaders are continuing to speak. The meeting will reconvene on Sunday,' he told Kantipur.
Thapa resigned as party president, taking moral responsibility for the unexpected defeat in the election. He submitted his resignation to Vice President Sharma. Sharma read out his resignation letter at the beginning of the meeting. He also submitted a proposal to the meeting to reject the resignation of the president.
Sharma said that the first 100 days of the government's leadership are called the 'honeymoon period' and Thapa's 50 days in office should be treated in the same way. 'The positive or negative signs of the work can be understood during the warm-up period, but the entire test and overall review cannot be done,' Sharma said. 'When reviewed from that angle, it is not reasonable and fair to the individual to look for the results of Digvijay in the short period of 50 days since the new leadership of the party came from the special general convention.'
Sharma said that Thapa's resignation, leaving the 'command' to break the adversities and bring the party to harmony, would not be fair to the organization. Sharma highly appreciated the moral responsibility shown by President Thapa and proposed to reject his resignation. 'The President's resignation taking moral responsibility is certainly a high moral performance, the party respects and appreciates it,' he said. 'But the overall responsibility for this defeat lies not only with the leadership but also with the working committee.' We, the entire Congress, are responsible for this overall defeat.'
The Vice President reminded the members of the deadline for filing candidacies within five days of the special general convention and the election on the 50th day. Stating that the message of change given by the special general convention could not be conveyed to the minds of the citizens in a short period of time, he stated that the long-standing dissatisfaction of the citizens could not be turned into trust by making a 'U-turn' in a short period of time. 'The special general convention started to raise the party to a higher level, but due to insufficient time, it could not be reached,' he said. 'If a serious defeat occurs after leading for at least one full term, the moral obligation of resigning from office also becomes serious.' But it is not fair to blame the person who was the last to extinguish the fire in a forest that was on fire when the fire did not go out.'
In the proposal presented in writing by Sharma, it is claimed that even if the Congress does not become the first party, the main policy adopted by the party has won. Blaming the old working style for losing the election
Vice President Sharma recalled that the Congress has been experiencing alternate victories and defeats in the general elections held after the change in 046. Giving the example of coming first in one election and second in the next, he mentioned in his review that the Congress has not experienced two consecutive victories or two consecutive defeats. ‘If the party had been able to manage, change and communicate it to the voters in a timely and correct manner, the results could have been different from the current one,’ he said.
Sharma has reviewed the election by combining two sections before and after the special general convention. Sharma's analysis is that the failure of political parties to reform according to the new style and expectations of newness seen among the citizens after the promulgation of the constitution, the failure to provide a stable government, and the repetition of the same old faces as the Prime Minister have increased discontent among the citizens. 'This initiative increased the citizens' repulsion towards the leadership, and ultimately the political parties concerned became its victims,' Sharma said. Sharma has blamed the working style of the previous leadership of the party for the increase in anger among the people against the party. He criticized the Congress for not being ready to lead the government or remain in the opposition continuously after becoming the largest party in the 2079 elections. He argued that even when the ruling coalition with the Maoists and later with the UML was formed in the elections, it increased the discontent among the party and the citizens.
Sharma mentioned that the alliance between the first Congress and the second UML in the parliament was formed overnight in a non-transparent manner without even communicating at the party's general secretary level. 'One of the two main parties in the parliament should have taken the opposition position in the parliament by constructively representing the dissatisfaction of the citizens,' he said.
Sharma called weakening the opposition voice in the parliament a big mistake. Sharma has also raised the propaganda that if a party wins the election, there will be no need to go out for employment and the emotional psychology it has had on families. He also attributed the defeat of the Congress to the old structure of the party and the role of 'silence killing' played by some within the party. Stating that moral questions are being raised over the silence and inaction shown by the leaders within the party, Sharma also indicated that the role of non-cooperation will come under the purview of investigation.
Vice President Pushpa Bhusal has said that the responsibility for the election results is not only the president's personal. 'The votes that have come now are the result of the new leadership,' she told Kantipur, 'The mistakes made by the party in the past are the main reason for losing the election.' Stating that the resignation of the president is not a solution to the current problem, Bhusal informed that the entire party is in favor of rejecting the resignation.
