The date of the Nepali Communist Party (NCP)'s unity convention has become uncertain. On 19 Kartik 2082, in the unity agreement of 8 parties including the Maoist Center and the CPN-Unified Socialist Party, it was agreed to hold the convention within 5 months, appointing then Maoist Chairman Pushpa Kamal Dahal as the coordinator and Socialist Chairman Madhav Kumar Nepal as the co-coordinator.

After the size of the NCP that went to the elections under the leadership of Coordinator Dahal and Co-coordinator Nepal, the demand for the convention has started to grow. Dahal had announced himself as the coordinator after leaving the post of chairman after the Gen-G movement. In the third week of Asoj, he had said, 'I had clearly stated in the Central Committee meeting that I would dissolve the Central Committee, form an organizing committee, leave the post of chairman, become the coordinator, go to the convention and change the leadership to address the demands of the Gen-G movement.'

Coordinator Dahal has been at the party leadership for 36 years. According to NCP leaders, Dahal is not willing to hand over the leadership. 'Prachanda is preparing to become the coordinator again and become the chairman,' the leaders say.

According to the agreement reached between the Maoists and the CPN-Unified Socialist Party and other parties in Kartik, a unity general convention should be held in Baisakh. 'A unity national general convention will be organized within the next 6 months,' the agreement states. However, initial preparations for the general convention have not even been made within the party.

The unity campaign initially launched between 8 parties has already reached 25. The number of central committee members has reached 2,500. No central committee meeting has been held since the birth of the NCP. According to the statute, the central working committee will consist of 601 people. However, this committee has not even been formed yet. The 2,500 members of the general convention organizing committee have not even been given responsibility.

The NCP has been making all decisions through coordinator Dahal and co-coordinator Nepal without appointing central office bearers. They have been making important decisions by involving senior leaders as needed. In the recently concluded House of Representatives elections, the proportional list and direct ticket distribution were also decided by them. The 25-party CPN (Maoist) has won 17 seats in the elections, 8 through direct and 9 through proportional.

CPN (Maoist) leader Beduram Bhusal claims that there is no dispute within the party on holding a general convention. 'It was agreed to hold a general convention within 6 months during the party unification. Now that the elections are over, there will be a discussion on when and how to do it,' he said. 'Whether to hold the central general convention first or through a lower committee is a matter of discussion.'

There has been a demand for Nepal's communist parties to run under collective leadership. Leader Bhusal says that the methods of communist parties have been lost due to the tendency to make individuals the axis. ‘There is a tendency to make individuals the axis. Collective leadership is the main method in the Communist Party. The question is whether it has become weak,’ he said, ‘Not individuals, but committees should be made decisive.’

Young leaders say that the election results show that an overall restructuring of the party is necessary. Since the NCP’s jumbo committee is not effective, the party should be restructured without delay, says NCP leader Lekhnath Neupane.

‘The election results have shown that there is no happiness without restructuring the party,’ he said, ‘It is necessary to restructure the ideological, organizational, and issue issues.’

NCP candidate from Gorkha-2, Neupane, said that since traditional ideological issues cannot win people’s votes, communist ideas should be refined with the development of material and technology.

‘Traditional ideas do not seem to work anymore.’ The discrimination faced by the people should now become an issue by refining the ideas,' he said, 'Material development does not eliminate discrimination. The issue of social justice is important. How to implement that policy is the main issue.'

There has been a debate in the NCP about whether to change policy or leadership. Coordinator Dahal is in favor of emphasizing that since policy is the main issue. Janardan Sharma, who recently separated from the NCP and joined the Progressive Democratic Party, had been raising the voice for a change in policy and leadership while he was in the Maoists. After the internal conflict between Coordinator Dahal and him escalated, he did not join the NCP.

After the election, young leaders have started saying that both the party's policy and leadership should be changed. 'Overall party transformation is the need of the hour. Policy and leadership are related issues,' said leader Saral Sahayatri, 'A party can be built only by changing policy and leadership.'
