Hundreds of youths from the Janmat Party chanted slogans and paraded around the city on Saturday morning in Kalaiya, the main market of Kalaiya Sub-metropolitan City, as part of their election campaign. The participating youths wore vests emblazoned with the party's election symbol, the 'horn', and held a 'road show'.
The demonstration, which was held without any restrictions, included the DJ playing the music along with the candidate from Constituency No. 3, Pramod Gupta. Later, a program was held until the feast. In the name of Holi Milan, a feast including 80 kg of goat meat was held at Karanraj Palace in Kalaiya.
The slogans of Gen-G ‘support’ who, Pramod Gupta were being chanted. But the officers implementing the code of conduct and the police office remained oblivious to the demonstration, which was heard even from the sound. The election code of conduct was not touched there, nor was there any kind of interference from the code of conduct enforcement officer.
‘Where 40/40 Indian and other vehicles have been campaigning, no one has stopped them,’ said candidate Gupta, ‘Ours was only the demonstration of Gen-G. We had to feed those who came hungry at 7 in the morning.’
Here, the violation of the election code of conduct has increased due to the imitation of one candidate by another. Sanju Sah, a JSP candidate from area number 4, said, "How can we only follow when everyone's campaigning is the same? I am following as much as I can."
There is a police post in Inarwasira Bazaar of Jitpursimara Sub-metropolitan City 20. The main market, a few steps away from the post, is colorful with posters, banners, pamphlets. But the police there have not been able to remove them. While all this is happening, the security personnel in the market have become mute spectators.
Similarly, such posters and pamphlets are seen hanging on the main road of Surahi village in the same ward. The police have also pretended not to see this in this village, which is 1 km away from the police post.
These are just examples. It has been found that candidates of almost all parties are using colorful propaganda materials by feasting. The atmosphere has been colored with Holi all over the district. Such colorful propaganda is seen in many rural, urban and suburban areas. There has been an increase in the tendency to imitate and compete with each other and campaign against the code of conduct.
As the elections approach, election campaign materials have started to decorate public squares, squares and markets in these areas. DJs used in the campaign are also playing. The decoration is even more so in villages where candidates are contesting. Security personnel and election police are deployed everywhere, but it is as if no one has noticed.
This is not seen in cities and urban-facing villages. Such a decoration is also seen in villages connected to Dashgaja. While pictures of Madhesh Chief Ministers, ministers and people's representatives soliciting votes for their parties at public events and openly going door-to-door with propaganda are going viral on social media, it has been found that the local administration and police are failing to comply with the code of conduct.
According to a security officer at the District Police Office, 'hard and fast action' has not been taken as there is a possibility that if too strict, the election atmosphere will be disrupted and its impact will affect the election. Although the security officer gave seemingly strict instructions, in practice the instructions have not been implemented due to that possibility. On paper, the strictness is strict. He joked that it is natural for Holi to be a time of color change with Holi.
In the video, some candidates' workers are seen driving around openly in Indian vehicles. Assistant Chief District Officer Chhabiraman Bhattarai, who has been given the responsibility of stopping code of conduct violations, admitted that code of conduct violations have increased dramatically from village to city.
'No one was reminded orally, not in writing. If they remember and improve, it will be effective. Everyone should think positively.' He claimed that strict efforts have been made to stop code of conduct violations. 'We are working to stop them with all the strength, means, resources and discretion that we have received,' he said. 'We are working to remind and warn.' He said that strict instructions have been given to all security personnel in the process of following the code of conduct. 'Some people's vulgar rallies and DJ playing have been banned,' he said.
