Rashtriya Swayamsevak Sangh (RSS) President Ravi Lamichhane has clarified that the party's policy is to bind contractors who delay development works not with ropes but with law. At an election rally held in Itahari on Tuesday, Lamichhane said that the party's policy is not to physically bind contractors, but to hold them accountable through strict legal arrangements.
Earlier, at a meeting held in Dhangadhi last Wednesday, senior RSP leader Balendra Shah (Balen) had expressed that the road should be built even if it means tying the contractor to a tree. Balen had said at that time, 'Is it possible to tie the contractor to a tree or make him lie down on the road? Is it possible to go to a cage or is the road to be built?'
In response to Balen's statement, Congress President Gagan Thapa said that tying the contractor to a tree will not solve the problem and said that amendments to 41 laws are necessary to build the road on time. Amidst this election cycle, RSP President Lamichhane took a dig at Gagan on Tuesday.
'Have you finally come to the realization that the law should be changed? What have you done for so many years?' he said. Lamichhane suggested that construction entrepreneurs focus on building the country instead of making statements against the RSP. He said, 'Two shifts or three shifts - now we will work, we will build the country. If you don't have big equipment, buy it, construction business friends don't need to keep making statements.'
Lamichhane said that no party should take the contract of democracy, saying that the contract of democracy should be taken by the people.

Senior leader Balendra Shah said that the situation of having to go to leaders to establish industries and giving donations after operation will end. Shah also claimed that the eastern religious and cultural sites of Mukulung and Khuwalung would be developed as centers of national faith. He also said that arrangements for irrigation, drinking water, etc. would be made in the eastern region. He claimed that Udayapur could be developed like the Maldives.
