Congress President Gagan Thapa has said that the health care of citizens is the responsibility of the state and will make it free. Speaking at the manifesto public program, he said, "Every citizen should be assured of the treatment expenses of himself and his family by joining health insurance. No matter how much the treatment costs, every citizen should be proud of the state and be able to say with confidence - I have an insurance card in my pocket, what am I afraid of?"

President Thapa also said that health insurance will be made a program of national pride. He said that those who earn will pay the premium and the state will bear the expenses of those who do not. Stating that the health care of citizens is the responsibility of the state, this has been clearly mentioned in the manifesto. He said, "For this, we have made a 15-point promise in health."

He said that it is the constitutional right of citizens to receive quality health services free of charge and the government should bear the cost of health insurance. He also said that they have a plan to eliminate the crisis that has emerged in the current health insurance. He also claimed that the concept of free healthcare in Nepal is possible and that this is their resolve.

Chairman Thapa said that issues related to agriculture have also been included in the manifesto. He informed that from next year, the days when a Nepali farmer would have to cry for fertilizer will end. He said that there is a plan to change the law related to fertilizer procurement and increase investment in it. He also clarified that this has been covered in detail in the manifesto.
