The Nepali Communist Party (NCP) has made public its manifesto based on the theme 'Nepali Path to Development: Good Governance and Employment, Preparation for Socialism'.
The manifesto targeting the House of Representatives elections prioritizes entrepreneurship, agriculture, tourism, education, health, foreign employment and foreign policy.
‘Now, on the one hand, the main forces in the election arena are the old forces that have proven their incompetence. On the other hand, there are the new parties that do not care about the problems the nation is facing. It is as if the history of Nepali politics began only after they came on the stage. In this way, Nepal’s politics is heading towards darkness, towards an accident,’ the manifesto concludes politically. ‘In such a situation, the country has sought alternatives to the old big parties that are allies of the middleman system and whose internal democracy has died. Similarly, alternatives have also been sought to the so-called new, unprincipled, thoughtless, populist parties. It hopes for a new revolutionary force that can overcome this national political despair.'
The party, which has fielded 35 candidates directly from across the country and 109 proportionally, has General Secretary Ghanshyam Bhusal, who broke away from the Unified Socialist Party, as the working president. 'Today's main task of Nepal: Building an entrepreneurial nation' is the main emphasis of the union.' The manifesto states that Nepal should be freed from the humiliating history of economic dependence and build an independent economy. 'To make all citizens able to exercise the rights and privileges guaranteed by the constitution, to create such a state,' the manifesto says, 'Such a self-reliant economy and politics will free the nation from dependence, develop national capital and make it an entrepreneurial nation.' We have two extremist views about the economic system, Some advocate that after handing over the economy to the private sector, it will do everything, bring in large foreign investments, bring in new advanced technologies, achieve rapid economic growth, pay taxes, provide jobs and the country will become rich.'
Samyukta has analyzed the trend of distributing all wealth in the name of equality and considering the distribution of allowances as socialism. 'But what has been seen from the past 40 years of practice is that weak government planning and regulation neither develop the industrial private sector nor develop entrepreneurship,' says Samyukta. 'An economy that does not produce and only emphasizes distribution will collapse on its own.' Therefore, our task today is to build an entrepreneurial nation. All our economic and financial policies should be reviewed and made industry-friendly.'
The union has stated that special arrangements should be made for incentives for the development of industries based on food, fruits, meat, milk, vegetables, tea, coffee, wood, fiber, herbs, water, cement, as well as mining and other Nepali raw materials.'
'Due to Nepal's geography, the usefulness of new technologies - drones and robots - is extremely important in the fields of production, disaster management, and protection of agriculture from wild animals, so necessary investment should be made to create a special structure for their research and development,' the union has said.
Similarly, in the education sector, the union has stated that the difference between private and public (community) education should be eliminated in the next 10 years by improving the quality of public education from basic to higher levels.'
The declaration states that by focusing on effective implementation, a health system that can treat all Nepalis from epidemics and non-communicable diseases and a mechanism for treating other emergency diseases can be created in 10 years.
The joint statement states that it is possible to meet the target by developing a plan to attract 3 million tourists and create 1 million direct jobs in the next 10 years.
In the field of information technology, the technology sector should be developed as an industry and local IT products and startups should be promoted by giving tax exemptions, grants and government priorities to create economic growth and employment, and a strong cyber security structure, data security laws and national cyber security capacity should be developed to build a secure digital Nepal. Remote work visas, fellowships and tax-friendly policies should be implemented to bring back Nepali talent abroad and attract world-class experts, the declaration states.
The United Nepal Communist Party has stated that it will make more effective legal and administrative arrangements against all types of discrimination, untouchability, oppression and oppression in the field of social justice, including caste and gender. 'Keeping in mind the fact that social awareness is the greatest remedy against those traditions, our educational institutions, media and political parties should conduct campaigns,' the manifesto states.
Effective initiative to return the land up to Lipulekh
The United Nepal Communist Party has stated that adequate diplomatic initiatives should be taken to improve relations between India and Nepal. 'Effective initiatives should be taken with adequate diplomatic preparations to maintain Nepal's rights to the land up to Lipulekh encroached upon by India,' the manifesto states, 'Independence, freedom and sovereignty will have to be protected.' However, our foreign relations are experiencing inconsistencies such as failing to ensure national interests in many cases, foreign policy is interpreted according to the change of government, treaties and agreements are disputed, and in some cases, people who have reached high positions in the country make irresponsible statements.'
The CPN United has stated that a roadmap should be developed to diversify bilateral, multilateral and international relations according to the needs of building a prosperous and socialist Nepal while developing national capital. 'We should pay full attention to ensuring that no one uses our land against the security of our two neighbors.'
The CPN United has stated that it will end the humiliation faced by Nepalis who go abroad for labor. "The shameful situation of Nepalis going abroad to work not even receiving civil dignity in our country and from our missions in the destination countries should be immediately ended, and the situation of having to endure many troubles and humiliation should be immediately ended," the manifesto states, adding that the law that the non-resident Nepalis have been demanding should be formulated. "The necessary legal and administrative arrangements should be made as soon as possible to implement the rights that the non-resident Nepalis are demanding and guaranteed by the constitution."
Similarly, the NCP United says that it will make the ongoing diplomatic efforts with the British government to fulfill the demands related to equal pensions of former Gurkha soldiers more effective.
